This To the Administrator Addressed (TAA) communication provides information regarding recent updates from the U.S. Department of Education (USDE) regarding federal grant allocations for the coming federal fiscal year.
On Monday, July 21, 2025, USDE released the Title IV, Part B – Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) funding to the Texas Education Agency (TEA).
Today, July 25, 2025, USDE notified TEA that they would begin releasing the remaining federal grant allocations beginning the week of Monday, July 28, 2025.
- Title I, Part C – Migrant Education
- Title II, Part A – Supporting Effective Instruction
- Title III, Part A – English Language Acquisition
- Title IV, Part A – Student Support and Academic Enrichment
Until the grant award is received, it is unknown if the start date will remain July 1, 2025, or a later date. These grant awards are expected to be received in the coming weeks and will have additional provisions ensuring compliance with all executive orders. USDE will also be conducting additional monitoring reviews to ensure programmatic and fiscal compliance.

Please be advised that as part of the release of funds, the following grant condition attestation clarification will be required:
"Grantees must not use federal funds under this project in any manner that violates the United States Constitution, Title VI or Title VII of the Civil Rights Act of 1964 (42 U.S.C. § 2000d et seq. or 42 U.S.C. § 2000e et seq.), Title IX of the Education Amendments of 1972 (20 U.S.C. § 1681 et seq.), section 504 of the Rehabilitation Act (29 U.S.C. § 794), the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), Title II of the Americans with Disabilities Act of 1990 (42 U.S.C. § 12131 et seq.), the Boy Scouts of America Equal Access Act of 2001 (20 U.S.C. § 7905), section 117 of the Higher Education Act of 1965, as amended (20 U.S.C. § 1011f), or other applicable federal law. To the extent that a grantee uses grant funds for such unallowable activities, the Department intends to take appropriate enforcement action including under section 451 of the General Education Provisions Act (GEPA), which may include the recovery of funds under section 452 of GEPA."
TEA will accept grant funding applications for these programs and start issuing viable NOGAs once the federal awards are received and will provide more guidance at that time.
Background
On June 30, 2025, the USDE sent the TEA notice that the following federal grant allocations for the coming federal fiscal year would be delayed.
- Title I, Part C – Migrant Education
- Title II, Part A – Supporting Effective Instruction
- Title III, Part A – English Language Acquisition
- Title IV, Part A – Student Support and Academic Enrichment
- Title IV, Part B – Nita M. Lowey 21st Century Community Learning Centers (21st CCLC)
