PROPOSED RULE REVIEWS WITH OPEN PUBLIC COMMENT PERIODS

Proposed Review of 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, Subchapter A, Accountability System for Educator Preparation Program Procedures, Subchapter B, Accountability System for Educator Preparation Accreditation Statuses, Subchapter C, Accreditation Sanctions, Subchapter D, Continuing Approval Procedures, Subchapter E, Review Procedures, Subchapter F, Required Fees
Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 229 continue to exist.
Public Comment Period: January 2-February 2, 2026. A form for submitting public comments is available on the SBEC Rule Review webpage. The SBEC will also take registered oral and written comments during the February 13, 2026 meeting's public comment period in accordance with the SBEC board operating policies and procedures.

Proposed Review of 19 TAC Chapter 247, Educators' Code of Ethics
Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 247 continue to exist.
Public Comment Period: January 2-February 2, 2026. A form for submitting public comments is available on the SBEC Rule Review webpage. The SBEC will also take registered oral and written comments during the February 13, 2026 meeting's public comment period in accordance with the SBEC board operating policies and procedures.

Proposed Review of 19 TAC Chapter 250, Administration, Subchapter A, Purchasing, Subchapter B, Rulemaking Procedures
Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 250 continue to exist.
Public Comment Period: January 2-February 2, 2026. A form for submitting public comments is available on the SBEC Rule Review webpage. The SBEC will also take registered oral and written comments during the February 13, 2026 meeting's public comment period in accordance with the SBEC board operating policies and procedures.

PROPOSED RULE REVIEWS WITH CLOSED PUBLIC COMMENT PERIODS

ADOPTED RULE REVIEWS

Proposed Review of 19 TAC Chapter 227, Provisions for Educator Preparation Candidates,  Subchapter A, Admission for Educator Preparation Programs and Subchapter B, Preliminary Evaluation of Certification Eligibility
Summary: The SBEC finds that the reasons for adopting Chapter 227 continue to exist and readopts the rules. The SBEC received no public comments related to the review of Chapter 227.
