1. Decision on the Percentage Distribution of the Permanent School Fund

This item provides an opportunity for the committee and board to evaluate and determine the percentage distribution of the Permanent School Fund for fiscal years 2018-2019. Statutory authority for this action is the Texas Constitution, Article VII, §5.

2. Selection Process for the Long-Range Plan Steering Committee and Authorization to Explore Funding Options and Craft a Request for Qualifications

This item provides the committee and board with the opportunity to: approve the selection process to be used when appointing an 18-member Long-Range Plan Steering Committee; designate a board member to explore funding options and to oversee the drafting of a Request for Qualifications (RFQ); and authorize the commissioner or his designee to execute any funding documents. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(1).

3. Legislative Recommendations for the 85th Texas Legislature

This item provides the committee and the State Board of Education (SBOE) an opportunity to make decisions on legislative recommendations to the 85th Texas Legislature. Statutory authority for this action is the Texas Education Code (TEC), §7.102.

4. Proclamation 2018 of the State Board of Education Advertising for Bids for Instructional Materials

This item is presented at the request of the board chair and provides an opportunity for the SBOE to issue Proclamation 2018. Instructional materials submitted in response to Proclamation 2018 would be reviewed in summer 2017 and considered for adoption by the SBOE in November 2017. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

5. Public Hearing on Instructional Materials Submitted in Response to Proclamation 2017 

A public hearing before the State Board of Education (SBOE) is scheduled for November 15, 2016, in the William B. Travis Building, Room 1-104. Testimony will be presented regarding instructional materials submitted for adoption under Proclamation 2017. This proclamation called for instructional materials for all courses in career and technical education (CTE) and languages other than English (LOTE). It also called for materials for Special Topics in Social Studies, Algebraic Reasoning, and Statistics. These instructional materials were reviewed by the state review panels in the summer of 2016. Due to the anticipated volume of testimony during the public hearing, oral testimony will be limited to two minutes per person. Statutory authority is the Texas Education Code (TEC), §7.110 and §31.024.
