SUMMARY:
This item is presented at the request of the board chair and provides an opportunity for the SBOE to issue Proclamation 2018. Instructional materials submitted in response to Proclamation 2018 would be reviewed in summer 2017 and considered for adoption by the SBOE in November 2017.

STATUTORY AUTHORITY: Texas Education Code (TEC), §31.022.

TEC, §31.022, requires the SBOE to adopt rules to provide for a full and complete investigation of instructional materials for each subject in the foundation curriculum and for each subject in the enrichment curriculum.

PREVIOUS BOARD ACTION: Proclamation 2010 was issued by the SBOE in November 2007. Proclamation 2011 was issued by the SBOE in May 2008. In May 2010, the board voted to postpone Proclamation 2012 indefinitely. In its place, the board issued a Request for Supplemental Science Materials for science, grades 5-8, Biology, Chemistry, Integrated Physics and Chemistry (IPC), and Physics. Proclamation 2014 was issued by the SBOE in April 2012. Proclamation 2015 was issued by the SBOE in April 2013. At the July 2014 meeting, the board took action to change the effective date of Proclamation 2016 to delay for one calendar year and to combine the subject areas that were scheduled to be included in Proclamation 2016 with those that were scheduled to be included in Proclamation 2017. Proclamation 2017 was issued by the SBOE in April 2015.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: A revised adoption cycle for instructional materials was approved by the SBOE in January 2012. The cycle was adjusted in March 2015 and again in July 2016. Proclamation 2017, issued in April 2015, called for materials for all courses in career and technical education (CTE) and languages other than English (LOTE). It also called for materials for Special Topics in Social Studies, Algebraic Reasoning, and Statistics. Proclamation 2018, if issued, will call for materials for Special Topics in Social Studies.

FISCAL IMPACT:
Senate Bill 6, 82nd Texas Legislature, First Called Session, 2011, created an instructional materials allotment (IMA) for the purchase of instructional materials, technological equipment, and technology-related services. An allotment is credited to each district’s and charter school’s instructional materials account as provided by TEC, §31.0212. Remaining funds can be carried forward to the next school year as well as the next biennium. The IMA for the 2018-2019 biennium is expected to be available for district purchase of Proclamation 2017 and Proclamation 2018 materials.

PUBLIC AND STUDENT BENEFIT: Benefits include the availability of instructional materials aligned to Texas Essential Knowledge and Skills.
