Update on the Review of Proclamation 2021 Instructional Materials

STATE BOARD OF EDUCATION: NO ACTION
SUMMARY: The State Board of Education issued Proclamation 2021 in June 2019, calling for instructional materials for prekindergarten. Products submitted in response to Proclamation 2021 were reviewed in the summer of 2020. This item provides an opportunity for staff to update the SBOE on the review of Proclamation 2021 instructional materials.
STATUTORY AUTHORITY: Texas Education Code (TEC), §31.022.
TEC, §31.022(a) requires the SBOE to adopt a review and adoption cycle for instructional materials for elementary grade levels, including prekindergarten, and secondary grade levels, for each subject in the required curriculum.
TEC, §31.022(b) requires the SBOE to adopt rules to provide for a full and complete investigation of instructional materials for each subject in the foundation curriculum.

PREVIOUS BOARD ACTION: Proclamation 2021 was issued by the SBOE in June 2019. Amendments to Proclamation 2021 were approved at the January 2020 SBOE meeting. In July 2020, the board ratified a deadline extension in Proclamation 2021 for publishers unable to meet the published deadline for providing pre-adoption samples, final correlations to the Texas Prekindergarten Guidelines, Certification of Editorial Review, Affidavit of Authorship or Contribution, and Report on Interoperability and Ease of Use due to closures and business disruptions related to COVID-19.
BACKGROUND INFORMATION AND JUSTIFICATION: The review of Proclamation 2021 instructional materials concluded in June 2020. A public hearing regarding instructional materials submitted for adoption by the SBOE under Proclamation 2021 is included as a separate item in this agenda.
