Substitutions and Content Updates

Publishers who need to make changes to instructional materials previously adopted under a proclamation or approved by the State Board of Education (SBOE) through the Instructional Materials Review and Approval (IMRA) process must submit a change request and receive all required approvals before implementing those changes.

Requirements are determined by:

  • The nature of the request (substitution or content update),
  • The adoption or approval pathway for the instructional materials (proclamation or IMRA), and
  • The content impacted by the proposed changes and the scope of those changes.

Substitutions

Publishers must submit a substitution request when instructional materials will be significantly revised and released as a new edition with a new ISBN.

All substitution requests must include:

  • A description of the proposed substitution and the reason for the change.
  • Electronic access to the proposed new edition.
  • Updated correlations demonstrating alignment to the applicable Texas Essential Knowledge and Skills (TEKS), Texas Prekindergarten Guidelines (TPG), and the English Language Proficiency Standards (ELPS).

For instructional materials approved by the SBOE through the IMRA process, publishers must also identify proposed changes to content cited as evidence of alignment to the quality or suitability rubric.

Additionally, all proposed substitutions must be posted for public review for at least 60 days before being considered for approval.

Content Updates

Publishers must submit a content update request when proposing changes to instructional materials that do not require a new edition or ISBN.

Content update requirements vary based on whether the instructional materials were adopted under a proclamation or approved through the IMRA process.

Instructional Materials Adopted Under a Proclamation

  • Changes to content used to determine coverage of the TEKS, TPG, or ELPS require SBOE approval.
  • Changes to content not used to determine standards coverage require TEA approval.
  • Technical enhancements may be made without prior approval, provided they do not affect instructional content or technical requirements. Technical enhancements may not modify text, images, or other instructional content.
  • Publishers must indicate whether the proposed update affects content used to determine standards coverage.
  • Proposed updates must be posted for public review for at least seven days before approval can be considered.

SBOE-Approved IMRA Instructional Materials

  • All content updates require SBOE approval.
  • Publishers must identify changes affecting content used as evidence of alignment to quality, suitability, the TEKS, TPG, or ELPS.
  • Proposed updates must be posted for public review for at least 30 days before being considered for approval.

Please note that depending on the extent of the changes, instructional materials may be required to undergo another IMRA review.
