Adopted State Board for Educator Certification Rules - Not Yet Effective

The State Board for Educator Certification (SBEC) has adopted the following rule actions, and the State Board of Education (SBOE) has reviewed them as required by statute. The agency has filed these rule actions with the Texas Register, and they have effective dates in the future.

The items below indicate when the item was presented to the SBEC and SBOE. Currently, there are no State Board for Educator Certification rules that are adopted - not yet effective. 


Adopted Amendments to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter C, Assessment of Educators

Summary: The adopted amendments to 19 TAC §230.21 and §230.25 implement the requirement from the 84th Texas Legislature, Regular Session, 2015, to enforce a limit of five attempts on any certification examination, unless the SBEC approves an additional attempt based on an individual's demonstration of good cause. The adopted amendments to 19 TAC §230.21 and §230.25 also implement a clarification from the 84th Texas Legislature, Regular Session, 2015, that the commissioner of education approves the satisfactory level of performance required for certification examinations. The amendment to 19 TAC §230.21 was adopted with changes. The amendment to 19 TAC §230.25 was adopted with no changes from what was published as proposed.

Adopted Revisions to 19 TAC Chapter 232, General Certification Provisions

Summary: The adopted amendments to 19 TAC §§232.7, 232.9, 232.11, 232.13, 232.15, 232.17, 232.19, 232.21, and 232.23 implement the requirement from the 84th Texas Legislature, Regular Session, 2015, to allow educators to receive credit for completion of an instructional course on the use of an automated external defibrillator (AED) and further clarify certificate renewal and CPE requirements. The adopted repeal of 19 TAC §232.27 further clarifies certificate renewal and CPE requirements. The amendments to 19 TAC §§232.7, 232.9, 232.11, 232.21, and 232.23 were adopted with changes. The amendments to 19 TAC §§232.13, 232.15, 232.17, and 232.19 and repeal of 19 TAC §230.27 were adopted with no changes from what was published as proposed.

Adopted New 19 TAC Chapter 234, Military Service Members, Military Spouses, and Military Veterans

Summary: Adopted new 19 TAC §§234.1, 234.3, 234.5, and 234.7 address recent legislation, consolidate rules specific to the military community into one chapter, and streamline future military-related rulemaking opportunities. New 19 TAC §§234.1, 234.3, 234.5, and 234.7 were adopted with no changes from what was published as proposed.

Adopted Repeal of and New 19 TAC Chapter 241, Principal Certificate, §241.15, Standards Required for the Principal Certificate

Summary: The adopted new section updates the standards required for principal certification, including those standards taught by principal preparation programs and tested on the state certification examination, and align the standards with the commissioner of education's principal appraisal standards. The repeal of and new 19 TAC §241.15 were adopted with no changes from what was published as proposed.
