HB 3906 requires the Texas Education Agency (TEA) to continue the development and administration of the State of Texas Assessments of Academic Readiness (STAAR®) Interim Assessments. The interim assessments are a free, optional online tool for school districts and open-enrollment charter schools that help educators monitor progress and predict student performance on the STAAR test. STAAR Interim Assessments include test questions developed with Texas teachers and STAAR summative test questions from previous years. The test questions have been field tested and are fully aligned to the Texas Essential Knowledge and Skills (TEKS). In the 2019–2020 school year, over 1.7 million interim assessments were completed and 50% of districts in Texas participated.
STAAR Interim Assessments are available for all STAAR tested grades and subjects including Spanish. The assessments include content and language supports in English and Spanish for their respective tests. STAAR interim assessments also include refreshable braille for grades 3–8 reading, grade 8 social studies, English I, English II, and U.S. History. Interim assessments do not include a constructed response component; therefore, speech-to-text is not available.
In response to COVID-19, STAAR Interim Assessments now may be completed at home. TEA has provided support to districts who wish to have students complete their assessments at home. See Section 10 of the User’s Manual to learn more about this support option.
