2. Texas Essential Knowledge and Skills for Mexican American Studies

This item provides the opportunity for the board to take action regarding the addition of Texas Essential Knowledge and Skills (TEKS) for a course in Mexican American studies. Due to the anticipated volume of testimony, oral testimony will be limited to two minutes per person. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4) and 28.002.

3. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements
(Second Reading and Final Adoption)


This item presents for second reading and final adoption proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, to update the rules and align with recent legislative changes. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4); 28.002, as amended by House Bill (HB) 3593, 85th Texas Legislature, Regular Session, 2017; 28.018, as added by HB 728, 85th Texas Legislature, Regular Session, 2017; and 28.025, as amended by HB 3593, Senate Bill (SB) 30, SB 463, SB 671, and SB 826, 85th Texas Legislature, Regular Session, 2017.

4. Proposed Revisions to 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, and Chapter 111, Texas Essential Knowledge and Skills for Mathematics
(Second Reading and Final Adoption)


This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter D, Other High School English Language Arts and Reading Courses, and Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter D, Other High School Mathematics Courses. The proposed revisions would update the amount of credit available for Advanced Placement (AP) English language arts and reading and mathematics courses and would repeal rules that are outdated and duplicative of other State Board of Education (SBOE) rules. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4); 28.002; and 28.025, as amended by House Bill (HB) 3593 and Senate Bill (SB) 826, 85th Texas Legislature, Regular Session, 2017.

This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses, Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter D, Other Social Studies Courses, Chapter 118, Texas Essential Knowledge and Skills for Economics with Emphasis on the Free Enterprise System and Its Benefits, Subchapter B, Other Economics Courses, and Chapter 126, Texas Essential Knowledge and Skills for Technology Applications, Subchapter D, Other Technology Applications Courses. The proposed revisions would align the rules with current course offerings by the International Baccalaureate (IB) organization and update the amount of credit available for IB and Advanced Placement (AP) courses. No changes are recommended since approved for first reading. This item presents for first reading and filing authorization proposed new 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.39, Requirements for Instruction on Proper Interaction with Peace Officers, to implement Senate Bill (SB) 30, 85th Texas Legislature, Regular Session, 2017, regarding required instruction on proper interaction with peace officers. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4); 28.012, as added by SB 30, 85th Texas Legislature, Regular Session, 2017; and 28.025(b-20), as added by SB 30, 85th Texas Legislature, Regular Session, 2017.

7. Proposed Amendments to Proclamation 2019 of the State Board of Education Advertising for Bids for Instructional Materials

This item provides an opportunity for the State Board of Education (SBOE) to amend the Proclamation 2019 schedule of adoption procedures to make minor changes to forms and due dates and extend the submission window for providing Spanish samples by two weeks. Proclamation 2019 calls for materials in English Language Arts and Reading, kindergarten-grade 8; spelling, grades 1-6 (English); spelling, grades 1-6 (Spanish); handwriting, grades K-5 (English); handwriting, grades K-5 (Spanish); Spanish Language Arts and Reading, kindergarten-grade 6; English Learners Language Arts, grades 7-8; and Personal Financial Literacy. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

8. Proclamation 2020 of the State Board of Education Advertising for Bids on Instructional Materials

This item provides an opportunity for the State Board of Education (SBOE) to issue Proclamation 2020, calling for instructional materials for courses in high school English language arts and reading and English for speakers of other languages. Materials submitted in response to Proclamation 2020 would be scheduled for adoption by the SBOE in November 2019. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

9. Update on Texas Essential Knowledge and Skills (TEKS) Review

This item provides the opportunity for staff to present an update on the review of the Texas Essential Knowledge and Skills (TEKS). Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

10. Discussion of Pending Litigation

The State Board of Education may enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room
1-103 to discuss this item.
