STATE BOARD OF EDUCATION: NO ACTION

SUMMARY:
A public hearing before the State Board of Education (SBOE) is scheduled for Tuesday, January 31, 2017, in the William B. Travis Building, Room 1-104. Testimony will be presented regarding proposed revisions to 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, and Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and Reading and English as a Second Language. Due to the anticipated volume of testimony during the public hearing, oral testimony will be limited to two minutes per person.

STATUTORY AUTHORITY:
Texas Education Code (TEC), §7.102(c)(4) and §28.002.

TEC, §7.102(c)(4), requires the SBOE to establish curriculum and graduation requirements.

TEC, §28.002, identifies the subjects of the required curriculum and requires the SBOE by rule to identify the essential knowledge and skills of each subject in the required curriculum that all students should be able to demonstrate and that will be used in evaluating instructional materials and addressed on the state assessment instruments.

BOARD RESPONSE: This item is presented for review and comment.

PREVIOUS BOARD ACTION: The SBOE adopted the Texas Essential Knowledge and Skills (TEKS) for English language arts and reading and Spanish language arts and reading and English as a second language effective September 1, 1998. Amendments to the TEKS for English language arts and reading were adopted effective September 4, 2008 and August 22, 2011. Amendments to the TEKS for Spanish language arts and reading and English as a second language were adopted effective November 26, 2008. In April 2014, the board approved revisions to the process for review and revision of the TEKS to include more specific direction to TEKS review committees. The revised process is being used for the review and revision of the English and Spanish language arts and reading TEKS.

Discussion items regarding the proposed revisions to 19 TAC Chapter 110 and Chapter 128 were presented to the Committee of the Full Board at the January, April, July, September, and November 2016 meetings.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: This scheduled public hearing is part of the SBOE-approved process for the review and revision of the TEKS. Details about the current process for the proposed revisions to the English and Spanish language arts and reading TEKS can be found in the separate item in this agenda proposing revisions to 19 TAC Chapter 110 and Chapter 128.
