1. Commissioner's Comments

This item provides an opportunity for the board to be briefed on current agenda items, agency operations, policy implementation, and public education-related legislation approved by the Texas Legislature.

2. Public Hearing Regarding Instructional Materials Submitted for Adoption by the State Board of Education Under Proclamation 2018 

A public hearing before the State Board of Education (SBOE) is scheduled for September 13, 2017 in the William B. Travis Building, Room 1-104. Testimony will be presented regarding instructional materials submitted for adoption under Proclamation 2018. This proclamation called for instructional materials covering ethnic studies including, but not limited to, African American studies, Mexican American studies, Asian American studies, and Native American studies, to be used in Special Topics in Social Studies. Products submitted in response to Proclamation 2018 were reviewed in the summer of 2017. Statutory authority is the Texas Education Code (TEC), §7.110 and §31.022.

3. Update on the Review of Proclamation 2018 Instructional Materials 

The State Board of Education (SBOE) issued Proclamation 2018 in November 2016, calling for materials covering ethnic studies including, but not limited to, African American studies, Mexican American studies, Asian American studies, and Native American studies, to be used in Special Topics in Social Studies. Products submitted in response to Proclamation 2018 were reviewed in the summer of 2017. This item provides an opportunity for staff to update the SBOE on the review of Proclamation 2018 instructional materials. Statutory authority is the Texas Education Code (TEC), §31.022.

4. Discussion of Proposed Amendments to 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter B, State Adoption of Instructional Materials, and Subchapter C, Local Operations 

This item provides an opportunity for the committee to discuss proposed amendments to 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter B, State Adoption of Instructional Materials, and Subchapter C, Local Operations. The proposed amendments would update rules related to state review and adoption of instructional materials as well as ordering and distribution of instructional materials to align with recent legislative changes. Statutory authority is the Texas Education Code (TEC), §§31.002, as amended by Senate Bill (SB) 810, 85th Texas Legislature, Regular Session, 2017; 31.003; 31.023, as amended by SB 801, 85th Texas Legislature, Regular Session, 2017; 31.035, as amended by SB 801, 85th Texas Legislature, Regular Session, 2017; and House Bill (HB) 3526, Section 5, 85th Texas Legislature, Regular Session, 2017.

5. Approval of Clarification Questions and Answers for Proclamation 2019 Questions and Answers

Proclamation 2019 was issued by the State Board of Education (SBOE) in April 2017. Proclamation 2019 Questions and Answers was approved by the SBOE in July 2017. This item gives the board the opportunity to approve two questions and their corresponding answers to add clarity to the original document. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

6. Discussion of Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements

This item provides the opportunity for the committee to discuss proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, to update the rules and align with recent legislative changes. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.002, as amended by House Bill (HB) 3593, 85th Texas Legislature, Regular Session, 2017; 28.018, as added by HB 728, 85th Texas Legislature, Regular Session, 2017; and 28.025, as amended by HB 3593, Senate Bill (SB) 30, SB 463, SB 671, and SB 826, 85th Texas Legislature, Regular Session, 2017.

7. Discussion of Proposed Revisions to 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapters B, H, J, M, and O

This item provides the opportunity for the committee to discuss proposed revisions to 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter B, Architecture and Construction, Subchapter H, Health Science, Subchapter J, Human Services, Subchapter M, Manufacturing, and Subchapter O, Science, Technology, Engineering, and Mathematics, to update rules, including the correction of inconsistencies that have been identified in certain courses and the addition of new lab courses for Cosmetology. Statutory authority is the Texas Education Code (TEC), §§7.102, 28.002, and 28.025, as amended by House Bill (HB) 3593 and Senate Bill (SB) 826, 85th Texas Legislature, Regular Session, 2017.

8. Discussion of International Baccalaureate Courses

This item provides the opportunity for the committee to consider adding International Baccalaureate (IB) courses that are not currently included in the Texas Administrative Code (TAC) and to discuss the appropriate amount of state credit that should be awarded for each IB course. 9. Update on Texas Essential Knowledge and Skills (TEKS) Review

10. Review and Revision of the Texas Essential Knowledge and Skills (TEKS) for Health Education

This item provides the opportunity for the committee to discuss review and revision of the health education Texas Essential Knowledge and Skills (TEKS) and consider requesting that the commissioner prepare a study of the current health education standards that would be used as a guide for the SBOE review and revision of the health education TEKS. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

11. Discussion of Pending Litigation

The State Board of Education may enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room
1-103 to discuss this item.
