Keven Ellis; Marty Rowley. A quorum of the State Board of Education may attend the committee meeting and discuss items on the committee agenda.

Public Testimony - Individual testimony will be taken at the time the related item comes up for committee discussion or action. The procedures for registering and taking public testimony at State Board of Education committee meetings and general board meetings are provided online.

1. Discussion of Lone Star Governance Trainings

The deputy commissioner of governance will present to the committee developments in opportunities for school board member training, particularly as it relates to the monitoring and assimilation of data on student outcomes.

2. Recommendation for Appointments to the Boys Ranch Independent School District Board of Trustees

This item provides an opportunity for board consideration of two appointments to the board of trustees of the Boys Ranch Independent School District. The appointments are necessary due to the expiration of the term of office for two board members. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

3. Proposed Amendment to 19 TAC Chapter 30, Administration, Subchapter A, State Board of Education: General Provisions, §30.1, Petition for Adoption of Rule Changes
(Second Reading and Final Adoption)

This item presents for second reading and final adoption a proposed amendment to 19 TAC Chapter 30, Administration, Subchapter A, State Board of Education: General Provisions, §30.1, Petition for Adoption of Rule Changes. The proposed amendment would update the petition form adopted in rule to require the petitioner to indicate that the petitioner meets one of the four definitions of an interested person specified in statute and add language to specify the reasons the State Board of Education (SBOE) may deny a petition for rulemaking. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Government Code, §2001.021.
