This item provides an opportunity for the board to be briefed on current agenda items, Texas Education Agency staffing changes and operations as well as updates on implementation of public education-related legislation.

2. Decision on the Percentage Distribution of the Permanent School Fund

This item provides an opportunity for the committee and board to evaluate and determine the percentage distribution of the Permanent School Fund for fiscal years 2018-2019. Statutory authority for this action is the Texas Constitution, Article VII, Section 5.

3. Proposed Amendments to 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter A, Elementary, Subchapter B, Middle School, and Subchapter C, High School
(First Reading and Filing Authorization)

This item presents for first reading and filing authorization proposed amendments to 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter A, Elementary, Subchapter B, Middle School, and Subchapter C, High School. The proposed amendments would remove references to mathematical process skills from knowledge and skills statements in the mathematics Texas Essential Knowledge and Skills (TEKS). Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(4) and §28.002.

4. Texas Certificate of High School Equivalency

This item provides an opportunity for staff to present an update on the transition of the Texas Certificate of High School Equivalency to multiple test providers. Statutory authority for this action is the Texas Education Code (TEC), §7.111.

5. Discussion of Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements

This item provides the opportunity for the committee to discuss proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, to update the rules to include new career and technical education (CTE) course options that will be available for students to satisfy graduation requirements beginning with the 2017-2018 school year. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

7. Update on Texas Essential Knowledge and Skills (TEKS) Review

This item provides the opportunity for staff to present an update on the review of the Texas Essential Knowledge and Skills (TEKS). Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

8. Update on the Review of Proclamation 2017 Instructional Materials

The State Board of Education (SBOE) issued Proclamation 2017 in April 2015, calling for materials in career and technical education, languages other than English, Special Topics in Social Studies, Algebraic Reasoning, and Statistics. Products submitted in response to Proclamation 2017 were reviewed in the summer of 2016. This item provides an opportunity for staff to update the SBOE on the review of Proclamation 2017 instructional materials. Statutory authority is the Texas Education Code (TEC), §31.022.

9. Discussion of English Language Proficiency Standards

This item provides the opportunity for the committee to discuss a timeline for reviewing, revising, and updating the English language proficiency standards (ELPS) in accordance with the requirements of the new Every Student Succeeds Act (ESSA) requirements. 10. Adoption of Work Plan for the Long-Range Plan for Public Education

This item provides an opportunity for the board to review and approve a work plan outlining the process to be followed in creating a Long-Range Plan for Public Education. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(1).

11. Discussion of Pending Litigation

The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
