2. Public Hearing on Proposed Revisions to 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, and 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education 

A public hearing before the State Board of Education (SBOE) is scheduled for Wednesday, February 11, 2015, in the William B. Travis Building, Room 1-104. Testimony will be presented regarding proposed revisions to 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, Subchapter A, Middle School, and Subchapter B, High School, and proposed revisions to 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter C, Arts, Audio/Video Technology, and Communications, Subchapter D, Business Management and Administration, Subchapter E, Education and Training, Subchapter F, Finance, Subchapter I, Hospitality and Tourism, Subchapter J, Human Services, Subchapter M, Manufacturing, and Subchapter N, Marketing. This item presents for second reading and final adoption proposed new 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter C, High School, §111.47, Statistics, Adopted 2015 (One Credit). The proposal would add Texas Essential Knowledge and Skills (TEKS) for a new high school advanced mathematics course for implementation in the 2015-2016 school year. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

7. Discussion of Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter G, Graduation Requirements, Beginning with School Year 2012-2013 

This item provides an opportunity for the committee to discuss proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter G, Graduation Requirements, Beginning with School Year 2012-2013, in order to revise course options for students to satisfy the mathematics requirement under the Minimum High School Program, Recommended High School Program, and Distinguished Achievement Program. 8. Update on Texas Essential Knowledge and Skills (TEKS) Review

This item provides the opportunity for staff to present an update on the schedule for review and revision of Texas Essential Knowledge and Skills (TEKS) and the review and adoption cycle for instructional materials aligned to revised TEKS. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, 28.025, and 31.003.

9. Discussion of Proclamation 2017 of the State Board of Education Advertising for Bids on Instructional Materials

The current adoption cycle for instructional materials was approved by the State Board of Education (SBOE) in January 2012. Instructional materials submitted under Proclamation 2017 are scheduled for adoption by the SBOE in November 2016. This item provides an opportunity for the SBOE to discuss the schedule of events and instructional materials to be included in Proclamation 2017. Statutory authority is the Texas Education Code (TEC), §31.022.

10. Instructional Materials for Adoption under Proclamation 2015 

Proclamation 2015 of the State Board of Education (SBOE) called for new instructional materials to be made available to school districts and open-enrollment charter schools beginning in school year 2015-2016. The board adopted instructional materials in November 2014 under Proclamation 2015. At that time materials submitted by WorldView Software were rejected. This item provides the board the opportunity to reconsider Basic American History I: Pre-Columbian Years to Reconstruction, Economics: An Interactive Approach, U.S. Government: An Interactive Approach, American History II: Post-Civil War America to the Present, and World Geography: An Interactive Approach for placement on the adopted list. Recommendations will also be made regarding manufacturing standards and specifications and corrections of factual errors to be required in adopted materials. 11. Approval for New Bids for Products Adopted under Proclamation 2015

The deadline for submission of official bids on products adopted under Proclamation 2015 was September 26, 2014. Several publishers have requested approval to change or add to the bids they submitted at that time. This item provides an opportunity for the State Board of Education (SBOE) to approve the inclusion of these new or replacement bids in the educational materials (EMAT) system for districts to choose from in ordering Proclamation 2015 materials. Statutory authority for this action is the Texas Education Code (TEC), §31.026 and §31.151.

12. Approval of Student Heroes Awards Program

This item provides an opportunity for the board to take action on a new recognition program honoring public school students who voluntarily help other Texas public school students.

13. Discussion of Pending Litigation

The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
