Discussion of Item Development for the Texas Assessment Program

SUMMARY:
At the request of board members, this item provides an opportunity for the board to discuss with the agency item development for the state’s assessments and generally respond to questions about the Texas assessment program.

STATUTORY AUTHORITY: Texas Education Code (TEC), §§7.021, 28.0211, 39.023, 39.025; Senate Bill (SB) 103, Section 9, 76th Texas Legislature, 1999; and Office of Attorney General (OAG) Opinion No: JC-0478.

PREVIOUS BOARD ACTION: To align the SBOE rules in 19 TAC Chapter 101 with state law and to eliminate possible contradictions between SBOE and commissioner rule in Texas Administrative Code, the SBOE amended 19 TAC Chapter 101, Subchapters A-E in November 2012. Commissioner rules replacing the repealed SBOE rules where necessary were adopted in 2013.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: Texas Education Agency staff will respond to board member questions about the development of State of Texas Assessments of Academic Readiness (STAAR) items that reflect the state’s adopted curriculum standards.

FISCAL IMPACT: There is no fiscal impact resulting from this item.

PUBLIC AND STUDENT BENEFIT:
This item allows the agency to discuss with the SBOE the Texas assessment program.

PROCEDURAL AND REPORTING IMPLICATIONS: There are no procedural or reporting implications.
