SUMMARY:
A public hearing before the State Board of Education (SBOE) is scheduled for Tuesday, July 14, 2015, in the William B. Travis Building, Room 1-104. Testimony will be presented regarding proposed new 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter A, Agriculture, Food, and Natural Resources, Subchapter B, Architecture and Construction, Subchapter G, Government and Public Administration, Subchapter H, Health Science, Subchapter K, Information Technology, Subchapter L, Law, Public Safety, Corrections, and Security, Subchapter O, Science, Technology, Engineering, and Mathematics, and Subchapter P, Transportation, Distribution, and Logistics. Testimony will also be presented regarding proposed new 19 TAC Chapter 130, Subchapter F, Finance, §130.180, Financial Mathematics (One Credit), Adopted 2015, Subchapter I, Hospitality and Tourism, §130.256, Food Chemistry (One Credit), Adopted 2015, Subchapter M, Manufacturing, §130.362, Introduction to Welding (One Credit), Adopted 2015, §130.363, Welding I (Two Credits), Adopted 2015, §130.364, Welding II (Two Credits), Adopted 2015, §130.365, Welding II Lab (One Credit), Adopted 2015, and Subchapter N, Marketing, §130.387, Practicum in Marketing I (Two to Three Credits), Adopted 2015.

STATUTORY AUTHORITY: Texas Education Code (TEC), §§7.102(c)(4), 28.002, 28.00222, and 28.025.

BOARD RESPONSE: This item is presented for review and comment.

PREVIOUS BOARD ACTION: The SBOE initially adopted the Texas Essential Knowledge and Skills (TEKS) for career and technical education (CTE) courses effective September 1, 1998. The CTE TEKS were revised by the SBOE in July 2009 effective August 23, 2010. In April 2014, the board approved revisions to the process for review and revision of the TEKS to include more specific direction to TEKS review committees. The revised process is being used for the current review and revision of the CTE TEKS. The SBOE divided this revision of CTE TEKS into two portions. The first portion of proposed new CTE TEKS was approved for first reading and filing authorization at the February 2015 SBOE meeting and for second reading and final adoption at the April 2015 SBOE meeting. The second portion of proposed new CTE TEKS was approved for first reading and filing authorization at the April 2015 SBOE meeting. The SBOE also postponed specific courses from the first portion of proposed new CTE TEKS that will be presented for approval with the second portion. Public hearings on the proposed new CTE TEKS were held in February and April 2015.

FUTURE ACTION EXPECTED: The SBOE is expected to take action at the July 2015 meeting to approve for second reading and final adoption the second portion of proposed new CTE TEKS along with the postponed courses from the first portion. Additionally, the SBOE is expected to take action to approve for first reading and filing authorization a new second-level practicum course for each proposed practicum and a new Marketing Dynamics course.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: This scheduled public hearing is part of the SBOE-approved process for the review and revision of TEKS. Details about the current process for the proposed new CTE TEKS can be found in the separate CTE TEKS item in this agenda.
