1. Commissioner's Comments

This item provides an opportunity for the board to be briefed on current agenda items, Texas Education Agency policies, and to be provided an update on implementation of public education-related legislation.

2. Proposed New 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education
(Second Reading and Final Adoption)

This item presents for second reading and final adoption proposed new 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education. The proposal would add new Texas Essential Knowledge and Skills (TEKS) for a number of new career and technical education (CTE) practicum courses, a new Advanced Marketing course, and several automotive technology courses. The proposal would add new second-level practicum courses in 19 TAC §§130.32, 130.68-130.72, 130.117-130.122, 130.144, 130.166, 130.211, 130.234, 130.262, 130.263, 130.285, 130.313, 130.314, 130.343, 130.367, 130.388, 130.419, 130.465, and 130.466. It would also add a new Advanced Marketing course in 19 TAC §130.389 and new automotive technology courses in 19 TAC §§130.445-130.459. The proposal recommends an implementation date of the 2017-2018 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102, 28.002, and 28.025.

3. Approval of Texas Certificate of High School Equivalency Exam Request for Proposals

This item provides an opportunity for the committee to review and approve the Texas Certificate of High School Equivalency Request for Proposals (RFP) document. Statutory authority for this action is the Texas Education Code (TEC), §7.111, which requires the State Board of Education (SBOE) to adopt rules to develop and deliver high school equivalency examinations and provide for the administration of the examinations online.

4. Proposed Amendments to Proclamation 2017 of the State Board of Education Advertising for Bids for Instructional Materials

This item provides an opportunity for the State Board of Education (SBOE) to amend Proclamation 2017 to make technical edits and to include requirements related to accessible instructional materials. The subjects and courses included in Proclamation 2017 are career and technical education, languages other than English, Special Topics in Social Studies, Statistics, and Algebraic Reasoning. The adoption of materials submitted in response to Proclamation 2017 is scheduled for November 2016 and school districts and open-enrollment charter schools are scheduled to begin using the materials adopted under the proclamation in school year 2017-2018. Statutory authority for this action is the Texas Education Code (TEC), §31.022, which requires the SBOE to adopt rules to provide for a full and complete investigation of instructional materials for each subject in the foundation curriculum and for each subject in the enrichment curriculum.

5. Discussion of Proposed Revisions to 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials

This item provides an opportunity for the committee to discuss proposed revisions to 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials. Proposed revisions would update rules related to state review and adoption of instructional materials as well as ordering and distribution of instructional materials. Statutory authority is the Texas Education Code (TEC), §§31.003, 31.022, 31.0221, 31.023, 31.024, 31.0241, 31.026, 31.0261, and 31.035.

6. Discussion of Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements

This item provides the opportunity for the committee to discuss proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements, to update the rules and to align with recent legislative changes. Statutory authority is the Texas Education Code (TEC), §7.102(c)(4) and §28.025(a), (b-1)-(b-3), (b-7), (b-11)-(b-14), (b-17)-(b-19), (c-1)-(c-3), (c-5), and (e-1).

7. Discussion of Texas Essential Knowledge and Skills for Personal Financial Literacy

This item provides an opportunity for the board to discuss the Texas Essential Knowledge and Skills (TEKS) for the new personal financial literacy one-half credit elective course. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), which requires the State Board of Education (SBOE) to establish curriculum and graduation requirements. TEC, §28.002, identifies the subjects of the required curriculum and requires the SBOE to by rule identify the essential knowledge and skills of each subject in the required curriculum that all students should be able to demonstrate and that will be used in evaluating instructional materials and addressed on the state assessment instruments. TEC, §28.0021, requires each school district and each open-enrollment charter school that offers a high school program to provide an elective course in personal financial literacy that meets the requirements for a one-half elective credit, using materials approved by the SBOE. TEC, §28.025, requires the SBOE by rule to determine the curriculum requirements for the foundation high school graduation program that are consistent with the required curriculum under §28.002.

8. Update on Texas Essential Knowledge and Skills (TEKS) Review

This item provides the opportunity for staff to present an update on the review of the Texas Essential Knowledge and Skills (TEKS). Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), which requires the State Board of Education (SBOE) to establish curriculum and graduation requirements. TEC, §28.002, identifies the subjects of the required curriculum and requires the SBOE to by rule identify the essential knowledge and skills of each subject in the required curriculum that all students should be able to demonstrate and that will be used in evaluating instructional materials and addressed on the state assessment instruments. TEC, §28.025, requires the SBOE by rule to determine the curriculum requirements for the foundation high school graduation program that are consistent with the required curriculum under §28.002.

9. Discussion of College and Career Readiness Standards (CCRS) and Texas Essential Knowledge and Skills (TEKS) Alignment

This item provides an opportunity for the board to discuss the alignment of the College and Career Readiness Standards (CCRS) and the Texas Essential Knowledge and Skills (TEKS) as required by House Bill (HB) 1613, 84th Texas Legislature, Regular Session, 2015. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), which requires the State Board of Education (SBOE) to establish curriculum and graduation requirements. TEC, §28.002, identifies the subjects of the required curriculum and requires the SBOE to by rule identify the essential knowledge and skills of each subject in the required curriculum that all students should be able to demonstrate and that will be used in evaluating instructional materials and addressed on the state assessment instruments. TEC, §28.008, as amended by HB 1613, 84th Texas Legislature, Regular Session, 2015 requires the SBOE to adopt a chart by rule that clearly indicates the alignment of the college readiness standards and expectations with the TEKS.

10. Discussion of Pending Litigation

The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
