Re:  Texas Student Data System (TSDS) Transition and Implementation Plan


The Texas Education Agency (TEA) has developed a staged approach for transitioning to and implementation of the new Texas Student Data System (TSDS) across the state. This staged approach allows districts to implement TSDS in an orderly fashion without overtaxing the system or its support infrastructure.


Each local education agency (LEA) has been assigned to one of three remaining TSDS PEIMS implementation transition schedules during the 2014-15, 2015-16, and 2016-17 school years.  All LEAs must be implemented on TSDS PEIMS by the 2016-17 School Year.



Visit http://www.tea.state.tx.us/TSDS/About/Deployment/TSDS_Rollout_Plan/ to find your transition schedule for TSDS PEIMS. Please review your assigned TSDS PEIMS stage, consult your vendor(s), and assess your readiness to complete implementation.


An LEA seeking to change its transition assignment can do so, but must take the following steps:


§  An LEA assigned to Transition Stage 1 that will not be able to complete the PEIMS implementation during that assigned period may appeal its assignment through its regional education service center (ESC).

§  The regional ESC must receive the appeal by Oct. 15, 2013.

§  If the ESC has not heard from an LEA by Oct. 15, 2013, the LEA will keep its assigned implementation schedule.

§  For an appeal to be considered, an LEA will need to meet at least one of the four following conditions:

1.      Your LEA staff's PEIMS experience is less than two years

2.      There is a  lack of vendor readiness/support

3.      Your LEA has less than one year of experience with either your student information system software vendor, human resource system vendor, or financial system vendor

4.      Your LEA is changing PEIMS-related software vendor(s) in the year of your assignment

§  If an LEA is assigned to Transition Stage 2 or 3 and would like to be reassigned, it will need to provide an explanation or justification.

Please note that it is not necessary to appeal the optional studentGPS™ Dashboard assignment, as participation in that component is totally voluntary and locally controlled by LEAs. There will be an annual application process to implement the studentGPS™ Dashboards.


TSDS will provide a stable, modern, and more cost-effective data collection process for LEAs, with improved and secure data availability for local educators. Thank you for your assistance in making this initiative a success.
