SUBJECT:  Instructional Materials Allotment – High Enrollment Growth Application

As of June 12, 2013, districts and open-enrollment charter schools were provided their Instructional Materials Allotment (IMA) for the 2013 – 2014 school year. The IMA included the 50% calculated amount for the 1st year of the biennium and any unexpended IMA funds from the 2012 – 2013 school year. The most recent PEIMS enrollment data was used to calculate the IMA for FY14.

In accordance with TAC 66.1309, a district or open-enrollment charter school that has experienced a minimum enrollment growth of 10% over the previous 5 year period is eligible to receive an adjustment to their IMA to accommodate high enrollment growth. A district or open-enrollment charter school that is experiencing a student population growth that is not reflected in the state calculation may also be considered for additional IMA funding if the district or charter experienced a net increase of 3,500 students over the last 5 years or experienced unexpected enrollment growth due to unforeseen circumstances. Open-enrollment charter schools may also apply if their growth is due to the recent approval of an expansion amendment by the commissioner of education.

An application must be submitted to the Commissioner of Education to determine if additional IMA funding will be provided. Districts will only be permitted to submit one application request for the 2013-2014 school year.  The application request must be submitted beginning on August 19, 2013 through October 1, 2013. Upon approval by the Commissioner and funding availability, additional funding will be added to the district allotment for students that were not included in the original calculation. Enrollment will be adjusted to the actual October 2013 PEIMS enrollment when that data becomes available.  The commissioner’s determination under this process is final and may not be appealed.

The district or open-enrollment charter school will be notified of their status for additional IMA funding within 15 working days after the application was submitted.
