Extension of the Call for Prekindergarten Progress Monitoring Instruments

The Texas Education Agency (TEA) is notifying publishers, school districts, and charter schools of the extension of the deadline to submit prekindergarten student progress monitoring tools (English and Spanish) (Texas Education Code (TEC), §29.169), for review for inclusion on the Commissioner's List of Approved Prekindergarten Progress Monitoring Instruments. The notice of this extension can also be found on the March 17, 2023, issue of the Texas Register: https://www.sos.state.tx.us/texreg/pdf/backview/0317/0317ia.pdf.

To accommodate the extended deadline, implementation of the instruments will begin in the 2024-2025 school year, and the list will be titled 2024-2027 Commissioner's List of Approved Prekindergarten Progress Monitoring Instruments.

The detailed submission instructions can be found on the December 30, 2022 issue of the Texas Register: Request for Prekindergarten Progress Monitoring Instrument Submissions. Publishers who would like to submit (and have not already submitted) a tool for review to be included on the 2024-2027 Commissioner’s List of Approved Progress Monitoring Instruments, must email the completed Prekindergarten Submission Form with all attachments embedded to klsanti@uh.edu no later than 3:00 p.m. (Central Time) on Friday, April 14, 2023.

In accordance with TEC, §29.169, the commissioner of education is authorized to develop a recommended list of student progress monitoring tools for school districts and charter schools to measure the progress of students in meeting the recommended prekindergarten learning outcomes. In accordance with the TEC, §29.169, a school district shall select and implement appropriate methods for evaluating the district's program classes by measuring student progress; and shall make data from the results of program evaluations available to parents. A school district may administer diagnostic assessments to students in a program class to evaluate student progress but may not administer a state standardized assessment instrument. An assessment instrument administered to a prekindergarten program class must be selected from a list of appropriate prekindergarten assessment instruments identified by the commissioner.

The 2024-2027 Commissioner's List of Approved Prekindergarten Progress Monitoring Instruments is expected to be made available in summer 2023, so that school districts and open-enrollment charter schools may order instruments for the 2024-2025 school year.

Important Dates

  • Last day to submit questions about the Prekindergarten Submission Form: March 31, 2023 (by 5:00 p.m.)

    • Prekindergarten Submission Form due date: April 14, 2023 (by 3:00 p.m., CST).
  • The following must be sent to the University of Houston by April 14, 2023 (by 3:00 p.m., CST) via email to klsanti@uh.edu (Please include the subject line: Prekindergarten Assessment Instrument):
    • The Prekindergarten Submission Form
    • Two thumb drives including electronic versions of the submission form and all supporting documentation.
    • Online or electronic instruments must include online access information (e.g., web address, login, password) and/or an installable copy of the software.

Incomplete forms or forms received after the due date will not be considered for review.
