AD HOC COMMITTEE ON TRUSTEE TEAM BUILDING TRAINING: DISCUSSION
STATE BOARD OF EDUCATION: NO ACTION

 

SUMMARY:  The Ad Hoc Committee on Trustee Team Building Training will continue its work reviewing the State Board of Education’s (SBOE) Framework for School Board Development. The framework clarifies the role of the local board of trustees and local board members and enhances communication between local boards of trustees and the Texas Legislature, SBOE, and the Texas Education Agency. Additionally, the committee will review the current requirements for team building training for local boards of trustees and the prescribed qualifications for trainers that provide the team building training.

STATUTORY AUTHORITY:  Texas Education Code (TEC), §11.159.

FUTURE ACTION EXPECTED:  Amendments to School Board Member Training—Framework for School Board Development and proposed amendments to 19 Texas Administrative Code (TAC) §61.1 may be presented for consideration at a future meeting.

BACKGROUND INFORMATION AND JUSTIFICATION:  The School Board Member Training—Framework for School Board Development was adopted in 1996 to establish a structure for district leadership teams, as a corporate body and as individuals, to gain an understanding of the vision, structure, accountability, advocacy, and unity needed to provide educational programs and services that promote equity and excellence in performance of all students. The framework was amended in 2012. The framework supports the training requirements adopted by the SBOE in 19 TAC §61.1.

PUBLIC AND STUDENT BENEFIT:  The public and students would benefit from clarity on the role of the local board of trustees and local board members; the enhancement of communication between local boards of trustees and the Texas Legislature, SBOE, and the Texas Education Agency; and clarity on team building training for trustees.
