This item presents for second reading and final adoption proposed new 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter C, High School, §111.47, Statistics, Adopted 2015 (One Credit). The proposal would add Texas Essential Knowledge and Skills (TEKS) for a new high school advanced mathematics course for implementation in the 2015-2016 school year. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

This item presents for first reading and filing authorization proposed new 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter C, High School, §111.48, Algebraic Reasoning, Adopted 2015 (One Credit). The proposal would add Texas Essential Knowledge and Skills (TEKS) for a new high school advanced mathematics course for implementation in the 2015-2016 school year. 5. Proposed Revisions to 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, and 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education

This item presents for first reading and filing authorization proposed revisions to 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, Subchapter A, Middle School, and Subchapter B, High School, and proposed revisions to 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter C, Arts, Audio/Video Technology, and Communications, Subchapter D, Business Management and Administration, Subchapter E, Education and Training, Subchapter F, Finance, Subchapter I, Hospitality and Tourism, Subchapter J, Human Services, Subchapter M, Manufacturing, and Subchapter N, Marketing. The proposed revisions recommend an implementation date of the 2017-2018 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, 28.00222, and 28.025.

6. Instructional Materials for Adoption under Proclamation 2015

Proclamation 2015 of the State Board of Education (SBOE) called for new instructional materials to be made available to school districts and open-enrollment charter schools beginning in school year 2015-2016. The board adopted instructional materials in November 2014 under Proclamation 2015. At that time materials submitted by WorldView Software were rejected. This item provides the board the opportunity to reconsider Basic American History I: Pre-Columbian Years to Reconstruction, Economics: An Interactive Approach, U.S. Government: An Interactive Approach, American History II: Post-Civil War America to the Present, and World Geography: An Interactive Approach for placement on the adopted list. Recommendations will also be made regarding manufacturing standards and specifications and corrections of factual errors to be required in adopted materials. Statutory authority for this action is the Texas Education Code (TEC), §31.023 and §31.024.

7. Approval for New Bids for Products Adopted under Proclamation 2015 

The deadline for submission of official bids on products adopted under Proclamation 2015 was September 26, 2014. Several publishers have requested approval to change or add to the bids they submitted at that time. This item provides an opportunity for the State Board of Education (SBOE) to approve the inclusion of these new or replacement bids in the educational materials (EMAT) system for districts to choose from in ordering Proclamation 2015 materials. Statutory authority for this action is the Texas Education Code (TEC), §31.026 and §31.151.

8. Approval for Substitution of Instructional Materials
 

Discovery Education, Inc. is requesting approval to substitute newer versions of its Discovery Education Science Techbook products for Kindergarten-grade 2, adopted under Proclamation 2014. The substituted content has been reviewed by curriculum subject-area specialists and determined to address the pertinent student expectations in a manner equal to the content initially reviewed and approved by the state review panel. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

9. Proposed Revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses
(First Reading and Filing Authorization)
 

This item presents for first reading and filing authorization proposed revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses. The proposal would update the course titles for International Baccalaureate (IB) science courses to align with other foundation subject area IB courses. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

10. Proposed Amendment to 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter B, Texas Education Agency Audit Functions, §109.23, School District Independent Audits and Agreed-Upon Procedures
(Second Reading and Final Adoption)
 

This item presents the proposed amendment to 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter B, Texas Education Agency Audit Functions, §109.23, School District Independent Audits and Agreed-Upon Procedures, for second reading and final adoption. The proposed amendment would address provisions relating to a school district or other educational entity hiring an independent auditor. The proposed amendment would also add and clarify other administrative provisions and make technical edits. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(32), 44.001, 44.007, and 44.008.

COMMITTEE ON SCHOOL INITIATIVES 

11. Review of Proposed New 19 TAC Chapter 228, Requirements for Educator Preparation Programs, §228.70, Complaints and Investigations Procedures 

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule action that would establish new 19 TAC Chapter 228, Requirements for Educator Preparation Programs, §228.70, Complaints and Investigations Procedures. As part of its report to the 83rd Texas Legislature, Regular Session, 2013, the Sunset Advisory Commission recommended a management action that adopts procedures for educator preparation program (EPP) complaints that outline all phases of the EPP complaint process, as well as track and analyze complaint data. The proposed new rule would establish procedures for filing a complaint against an EPP, impose specific responsibilities on an EPP regarding complaints, and establish the consequences if an EPP is found to be in violation of SBEC rules and/or Texas Education Code (TEC), Chapter 21. The statutory authority for proposed new 19 TAC §228.70 is the TEC, §§21.031, 21.041(b)(1), 21.045, and 21.049(a).

12. Review of Proposed Amendments to 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, §229.4, Determination of Accreditation Status, §229.5, Accreditation Sanctions and Procedures, and §229.6, Continuing Approval  

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would amend 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, §229.4, Determination of Accreditation Status, §229.5, Accreditation Sanctions and Procedures, and §229.6, Continuing Approval. As part of its report to the 83rd Texas Legislature, Regular Session, 2013, the Sunset Advisory Commission recommended a management action that adopts procedures for educator preparation program (EPP) complaints that outline all phases of the EPP complaint process. 13. Long-Range Plan for Public Education

The Ad Hoc Committee on the Long-Range Plan for Public Education will continue to develop the process the State Board of Education (SBOE) will use as it creates a long-range plan for Texas public education. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c).

This item provides the board with an annual review of the work accomplished by the division responsible for state financial reviews. The report describes the division's organization and legal responsibilities, deviations from the 2013-2014 audit plan, and the status of reports on the division's reviews.

5. 2013-2017 Rule Review Plan for State Board of Education Rules 

This item outlines the rule review plan for State Board of Education (SBOE) rules during the period of September 2013 through August 2017. Texas Government Code, §2001.039, requires an ongoing four-year rule review of existing state agency rules, including SBOE rules. The rule review requirement is designed to ensure that the reason for initially adopting or readopting a rule continues to exist.
