PROPOSED RULE REVIEWS WITH CLOSED PUBLIC COMMENT PERIODS


19 TAC Chapter 239, Student Services Certificates
Summary: As required by the Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 239 continue to exist. The rules under review set out SBEC’s authority and the procedures specify the requirements relating to the school counselor certificate, school librarian certificate, educational diagnostician certificate, and reading specialist certificate. These requirements ensure that educators are qualified and professionally prepared to instruct the schoolchildren of Texas.
Public Comment Period: January 3, 2020-February 3, 2020. The SBEC will take registered oral and written comments on the review at the February 21, 2020 meeting in accordance with the SBEC board operating policies and procedures. 
Earliest Possible Date of Adoption of Review by SBEC: February 21, 2020
