Program Evaluation: Campus-Wide Reform Projects

Campus-wide reform efforts aim to have a substantive and lasting impact on education services and programs. Campus-based grant programs do not target a specific population of students, but rather positively influence all students on the campus through improved instructional practices, management approaches, and other whole-school changes. High School Redesign and Restructuring Grant Program

The High School Redesign and Restructuring Grant Program (HSRR) was designed to provide high school campuses rated "Academically Unacceptable" under the Texas accountability rating system with the resources to improve student performance. Additionally, this grant provided case studies and promising practices for improving low-performing high schools.

Comprehensive School Reform

Initiated in 2005, Comprehensive School Reform (CSR) was a federally funded grant program that provided funding to low-performing elementary, middle, and high schools to foster school-wide improvements, such as ongoing professional development, increased parental involvement, and curriculum changes. The CSR grant encouraged schools to examine externally developed, successfully replicated practices for effective school-wide change.

Investment Capital Fund

The Investment Capital Fund Program was created in 1995 by the 74th Texas Legislature for the purpose of supporting campus deregulation and promoting community engagement in schools. The program also required participants to train teachers, parents, community members, and business partners in academic matters, in order to hold schools accountable for achieving high academic standards.
