Approval of Proclamation 2020 Questions and Answers

SUMMARY: Proclamation 2020, issued by the State Board of Education (SBOE) in April 2018, calls for instructional materials for courses in high school English language arts and reading; English Learners Language Arts, grades 7 and 8; English I and II for Speakers of Other Languages; English Language Development and Acquisition (ELDA); Reading I, II, III; College Readiness and Study Skills; Visual Media Analysis and Production; Contemporary Media; Literary Genres; Creative Writing; Research and Technical Writing; Practical Writing Skills; Humanities; Public Speaking I, II, III; Communication Applications; Oral Interpretation I, II, III; Debate I, II, III; Journalism; Advanced Broadcast Journalism I, II, III; Photojournalism; and Advanced Journalism: Yearbook I, II, III/Newspaper I, II, III/Literary Magazine. Publishers and other stakeholders were given an opportunity to ask questions at a Proclamation 2020 introduction meeting held in March 2018 and encouraged to submit additional questions through email. The resulting question and answer document for Proclamation 2020 is presented for board approval.

STATUTORY AUTHORITY:  Texas Education Code (TEC), §31.022.

TEC, §31.022, requires the SBOE to adopt rules to provide for a full and complete investigation of instructional materials for each subject in the foundation curriculum and for each subject in the enrichment curriculum.

PREVIOUS BOARD ACTION:  The SBOE issued Proclamation 2020 April 13, 2018.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES:  Following the adoption of instructional materials in November 1999 under Proclamation 1997, the SBOE requested that staff responses to publishers’ questions related to interpretation of Texas Essential Knowledge and Skills (TEKS) be presented to the SBOE for approval. Subsequently, the SBOE has approved staff responses to publishers’ questions beginning with Proclamation 1998.

FISCAL IMPACT:  None.

GOVERNMENT GROWTH IMPACT: None.

PUBLIC AND STUDENT BENEFIT:  The question and answer document for Proclamation 2020 will provide clarification to publishers regarding the proclamation and submission of instructional materials for adoption.

PROCEDURAL AND REPORTING IMPLICATIONS:  None.

LOCALLY MAINTAINED PAPERWORK REQUIREMENTS:  None.

PUBLIC COMMENTS:  None.
