This item presents for second reading and final adoption proposed amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.24, Credit by Examination, to amend the provisions related to test development and validation. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(12) and 28.023, as amended by House Bill (HB) 789, 85th Texas Legislature, Regular Session, 2017.

2. Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.28, Students with Dyslexia and Related Disorders
(Second Reading and Final Adoption)


This item presents for second reading and final adoption proposed amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.28, Students with Dyslexia and Related Disorders, to update the rule and to align the rule with legislative changes made by House Bill (HB) 1886, 85th Texas Legislature, Regular Session, 2017. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(28) and §38.003, as amended by House Bill (HB) 1886, 85th Texas Legislature, Regular Session, 2017.

3. Proposed Repeal of 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter D, Other Social Studies Courses, §113.69, Other Courses for which Students May Receive Social Studies Credit, and §113.70, Concurrent Enrollment in College Courses
(First Reading and Filing Authorization)


This item presents for first reading and filing authorization proposed repeal of 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter D, Other Social Studies Courses, §113.69, Other Courses for which Students May Receive Social Studies Credit, and §113.70, Concurrent Enrollment in College Courses. The proposal would repeal rules that are outdated and no longer necessary. Statutory authority is Texas Education Code (TEC), §§7.102(c)(4); 28.002; and 28.025.

4. Discussion of Proposed Updates to the Dyslexia Handbook, Procedures Concerning Dyslexia and Related Disorders, Revised 2014

This item provides the opportunity for staff to report to the committee on the process to update the Dyslexia Handbook and to align the handbook with recent legislative changes. Statutory authority is the Texas Education Code (TEC), §7.102(c)(28) and §38.003, as amended by House Bill (HB) 1886, 85th Texas Legislature, Regular Session, 2017.

5. Discussion of Annual Audit Reports for Credit by Examination from Texas Tech University and the University of Texas at Austin

This item provides an opportunity for the committee to discuss the annual audit reports submitted by Texas Tech University and The University of Texas at Austin regarding examinations used for credit by examination. Statutory authority is the Texas Education Code (TEC), §7.102(c)(12) and §28.023.

6. Discussion of Proposed Updates to the Texas State Plan for Education of Gifted/Talented Students

This item provides the opportunity for staff to report to the committee on the process to update the Texas State Plan for the Education of Gifted/Talented Students (State Plan). Statutory authority is the Texas Education Code (TEC), §7.102(c)(15) and §29.123.
