TEA releases 2015-2016 Individual Graduation Committee data
AUSTIN – The Texas Education Agency (TEA) today released data submitted by school districts and charters regarding locally established Individual Graduation Committees (IGCs) for the 2015-2016 school year.
The 84th Texas Legislature passed Senate Bill 149 in 2015, which revised the state's assessment graduation requirements for students enrolled in Grades 11 or 12 during the 2014-2015, 2015-2016, and 2016-2017 school years. Under the new requirements, a student who failed an end-of-course assessment for no more than two courses could still receive a Texas high school diploma if the student was determined to be qualified to graduate by an IGC.
According to data submitted to TEA, nearly 13,000 students statewide had an IGC assigned and were eligible to graduate during the 2015-2016 school year. Statewide, the total number of IGC graduates (9,014) represented 2.8 percent of the total graduates (324,294) and 69.8% of IGC assignees in 2015-2016, as reported.
Across the 20 Education Service Center (ESC) regions, the IGC graduate percentage ranged from 4.6 percent in one ESC region to less than one percent in one ESC region.

It is important to note that the data in the IGC Graduate, IGC Assigned, and All Graduate columns were reported by school districts at the individual student level and represent students who were in attendance and/or who graduated during the 2015-16 school year (between September 1, 2015 and August 31, 2016).
Also, the counts of IGC Assigned students only include students for whom an IGC was established and who were eligible to graduate in 2015-16 (that is, students who were in Grade 12). Students who had an IGC formed in Grade 11 and were not eligible to graduate are not included in the denominator. In 2015-16, there were 162 students who were assigned an IGC in Grade 11 and were not eligible to graduate.
