* If the Committee of the Full Board does not complete its agenda Wednesday, it will resume its meeting in Room 1-104 on Thursday and/or Friday. If the Committee on Instruction does not complete its agenda Thursday, it will resume its meeting in Room 1-104 on Friday. If the Committee on School Finance/Permanent School Fund does not complete its agenda Thursday, it will resume its meeting in Room 1-100 on Friday. If the Committee on School Initiatives does not complete its agenda Thursday, it will resume its meeting in Room 1-111 on Friday.

Current State Board of Education (SBOE) Operating Rules, §1.2, Committees of the Board, establish the standing committees of the SBOE as the Committee on Instruction, the Committee on School Finance/Permanent School Fund, and the Committee on School Initiatives.

Pursuant to the provisions of the Texas Education Code, §7.107, at the board’s first regular meeting after the election and qualification of new members, the board shall organize and adopt rules of procedure. Adoption of SBOE Operating Rules may change the existing standing committees. However, due to deadlines for posting notices of open meetings with the Texas Register, it is necessary for the existing standing committees of the SBOE to meet during the February 11, 12, and 13, 2015 board meeting.

If the SBOE elects to retain the existing committee structure, newly selected members of the Committee on Instruction, the Committee on School Finance/Permanent School Fund, and the Committee on School Initiatives will meet and will have the opportunity to elect new committee chairs.

If the SBOE elects to revise the committee structure, the prior standing committees of the SBOE must meet during this first meeting because of Texas Register requirements. New members of the SBOE would serve on the prior committees of former members who represented the districts to which the new members were elected. Election of new committee chairs would take place at the next scheduled 2015 SBOE meeting as the first item of business on each standing committee schedule.

NOTE: The chair may permit the board to take up and discuss any of the discussion items on a committee agenda, including hearing any invited presentations to a committee, based upon a recommendation from the committee or inability of the committee to complete its agenda on a preceding day.

If, during the course of the State Board of Education (SBOE) meeting or any committee meeting of the SBOE, discussion of any item on the agenda may be held in a closed meeting, the SBOE or committee of the SBOE may conduct a closed meeting in accordance with Texas Open Meetings Act, Chapter 551, Subchapters D and E. Before any closed meeting is convened, the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
