Annual Governance Reporting Form

As required by Texas law, TEA collects information about charter school board members and school officers each year. Please see Texas Education Code (TEC), §12.119(b). Charters submit this information through the Charter School Tracking System.

NEW - The 2017-2018 Annual Governance Reporting Form for Open-Enrollment Charter Schools is now available in the Charter School Tracking System in TEAL. Board Member and Officer Training

Texas Education Code (TEC) §12.123 and Texas Administrative Code (TAC) §§ 100.1102 through 100.1105 set the training requirements.

Who Must be Trained

Commissioner Rules require that the following officials complete a training course (unless exemptions apply):

  • members of the governing body of the charter holder
  • members of the governing body of the charter school
  • chief executive officers
  • central administrative officers
  • campus administrative officers
  • business managers

When Must Training Occur

Officials at new charters must complete the required training within a year. The signing of the charter contract marks the beginning date for that year. New officials at existing charters must also complete the required training. They have one calendar year from taking office to complete the training.

Course Requirements

The course content and amount of training required differ for different types of officials. Each type of course consists of several modules. Each module must consist of a certain number of minutes of instruction. The number of minutes for each module is set out in part (d) of 19 TAC §§ 100.1102 through 100.1105.

The curriculum outline (PDF, 32 KB) for the current training courses is available online. The registered course provider sets the fee for a course or module of training.

A course provider has the choice whether to provide some type of proof of completion to course participants. But a charter holder must document its compliance with TAC §§ 100.1102-100.1105. The required annual audit report is the reporting mechanism for this. The audit report must list any official not complete in their training requirements.

Course Providers

Registered course providers must be the providers for the required training. Course providers include providers registered with the commissioner and regional education service centers. An applicant for course provider registration must file documents and information with the commissioner. The applicant must show training experience and subject matter expertise.

The initial registration for a course provider is for 18 months, and then the course provider must re-register. TEA will take into account the course provider's performance before the re-registration. The Application for Registration is available on the TEA School Governance website.
