TO THE ADMINISTRATOR ADDRESSED (TAA):
Subject: New Texas Student Data System (TSDS) PEIMS Crisis Codes
TEA has received many questions regarding how we will fully track students impacted by Hurricane Harvey. It is important that we identify those students properly so we are able to make adjustments to accountability and identify any additional funding opportunities given the impact of the storm. Some LEAs expressed concerns that our existing approach was not comprehensive enough. As a result, we are making some modifications.
Beginning Friday, October 13th, Local Education Agencies (LEAs) will need to submit the following crisis codes to TEA; crisis code 05 will no longer be valid as of this date.
LEAs need to update the crisis code for students previously identified with crisis code 05 to one of the new crisis codes listed below.
The new crisis code information will serve various purposes by identifying the number of students impacted by Hurricane Harvey, so support and resources are provided to impacted students and accurate totals are known should additional funding or supplemental services become available.
Additionally, the new crisis codes may be used for resolving assessment and accountability issues that have occurred as a result of Hurricane Harvey.
5A – This specific code indicates a student was enrolled or was eligible to enroll in an LEA impacted by Hurricane Harvey, and the student enrolled in a different LEA during the 2017-2018 school year.
5B – This specific code indicates a student was enrolled or was eligible to enroll in an LEA impacted by Hurricane Harvey, and the student enrolled in another campus in the same LEA during the 2017-2018 school year.
5C – This specific code indicates a student is identified as homeless because of Hurricane Harvey but has remained enrolled in their home campus during the 2017-2018 school year.
All students who lack a fixed, regular, and adequate nighttime residence are considered homeless according to the McKinney-Vento Homeless Education Assistance Act. In order for the agency to determine the total number of students who are homeless because of Hurricane Harvey, these students must be reported in TSDS PEIMS as both homeless and with the appropriate crisis code (5A, 5B, 5C).
Before submitting the new crisis codes through the TSDS PEIMS Summer 1 collection, please delete all data previously submitted.
We recognize that this will be a significant inconvenience for those of you who have already coded students with a crisis code of 05 and we are very sorry for the duplicative work required.
