SUBJECT: Instructional Materials Allotment for School Year 2013-2014

The 2013-2014 IMA allocations for each district and open-enrollment charter school are available at

The district IMA allocations will be populated in EMAT by July 12, 2013; however, the funding for the 2013-2014 school year will not be available until September 1, 2013.

The Educational Materials (EMAT) system has opened for the 2013-2014 school year. Currently, each district and charter school’s Instructional Materials Allotment (IMA) reflects IMA unexpended balances from the 2012-2013 school year. Districts and open enrollment charter schools may use these unexpended funds for Instructional Materials including continuing contracts, technological equipment, and/or technology services.

If a school district or open-enrollment charter school does not have a balance in its IMA, the Texas Educational Agency (TEA) has developed a process to reimburse districts and open-enrollment charter schools for allowable IMA expenditures. In order to participate in this process, the district or open-enrollment charter school is required to submit a request for reimbursement through EMAT. Upon approval from the TEA, districts will pay for the products or services and then be reimbursed through an EMAT disbursement as IMA funds become available to the district or charter school. Instructional materials for the visually impaired (Braille, Large Type and Audio) remain the property of the state and will not be counted against a district’s IMA. Braille, Large Type and Audio instructional materials will continue to be requested through EMAT and returned to the redistribution center in the same manner as they have in the past. Districts can requisition these instructional materials for the 2013-2014 school year immediately.
