Re: Contracts Related to the Texas SUCCESS Program for School Year 2017-2018

This correspondence is to notify Texas public school districts and open-enrollment charter schools that funding was not appropriated for statewide licenses for mathematics and reading through the Student Success Initiative rider.

However, state leadership and the Texas Education Agency (TEA) recognize that districts need formative reading assessments, training and tools during the 2017-2018 school year to continue to improve student outcomes. Consequently, for the 2017-18 school year, TEA is working to ensure availability of statewide licenses for formative reading assessments in grades 3–8 and support for school district efforts to effectively implement them in classrooms.

This should result in no disruption in the availability of formative reading assessment tools in grades 3-8 available to districts for 2017-2018. Additional information regarding the availability of formative assessment tools and related support will be forthcoming from the Texas SUCCESS help center at ESC Region 20 before the end of August.

Please note that the availability of formative reading assessment tools only applies to the
2017-2018 school year.  School districts will need to plan to locally procure formative assessments for use in the 2018-2019 school year and beyond, as necessary.

Contracts related to TEA’s administration of the Texas SUCCESS Program for the 2016-2017 school year will end August 31, 2017. These contracts include, but are not limited to, the following:

  • Apex Learning—for statewide licensing of an online reading program for English I and English II
  • Imagine Math (formerly Think Through Math)—for statewide licensing an online math program for grades 3–5, 6–8, and Algebra I

All current Texas SUCCESS vendors are, per contract with TEA, obligated to destroy student data no later than 60 days after the expiration of the contract. TEA will work with each vendor to verify destruction of that data within the specified time. 

If your district wishes to retain its student data, please work directly with the appropriate vendor or vendors to ensure a timely and secure transfer of that data. Districts should consider contacting the appropriate vendors as soon as possible to make the necessary arrangements.
