Actions Required by Recent Legislation Passed by the Texas 83rd Legislature

A number of bills were passed during the Regular Session of the 83rd Legislature that will affect local educational agencies (LEAs) and services to students with disabilities. Many of these bills became effective at the start of the 2013-14 school year.

A listing of the specific bills and their basic requirements is attached to this letter.  The information is provided to assist LEAs in implementing the new requirements and to inform LEAs of upcoming actions that will be taken by TEA relative to the new requirements. 

Over the course of the next several months, the Texas Education Agency (TEA) will engage stakeholders in the development of new rules required by the recent legislation.  During the course of rule development, LEAs will be responsible for implementing statutory requirements that are in effect.

In conjunction with the Regional Education Service Centers, TEA staff will ensure prompt notification to LEAs as rule and guidance are finalized.
