This item presents for second reading and final adoption proposed amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.5, Academic Achievement Record (Transcript), to update the rule to align with recent changes to graduation and instructional requirements. A technical change is recommended since approved for first reading. (First Reading and Filing Authorization)


This item presents for first reading and filing authorization proposed amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.28, Students with Dyslexia and Related Disorders, to update the rule and align the rule with legislative changes made by House Bill (HB) 1886, 85th Texas Legislature, Regular Session, 2017. 4. Proposed Approval of Innovative Courses

5. Adoption of Review of 19 TAC Chapter 89, Adaptations for Special Populations
(Adoption of Review)


Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of SBOE rules in 19 TAC Chapter 89, Adaptations for Special Populations, Subchapters A, C, and D. The rules being reviewed relate to gifted/talented education, Texas certificate of high school equivalency, and special education services and settings. The statutory authority for the rule review is the Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 89, Subchapter A, is Texas Education Code (TEC), §29.122 and §42.156(b); for Subchapter C, the TEC, §7.111; and for Subchapter D, the TEC, §§30.003(d) and (g), 30.004(b), and 42.151(e) and (g).

6. Discussion of Proposed Updates to the Dyslexia Handbook, Procedures Concerning Dyslexia and Related Disorders, Revised 2014
 
This item provides the opportunity for staff to report to the committee on the process to update the Dyslexia Handbook and to align the handbook with recent legislative changes. Statutory authority is the Texas Education Code (TEC), §7.102(c)(28) and §38.003, as amended by House Bill (HB) 1886, 85th Texas Legislature, Regular Session, 2017.

7. Discussion of Proposed Amendments to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter A, Gifted/Talented Education

This item provides the opportunity for the committee to discuss proposed amendment to 19 TAC Chapter 89, Adaptations for Special Populations Subchapter A, Gifted/Talented Education, to consider changes recommended during the four-year rule review for Chapter 89. Statutory authority is the Texas Education Code (TEC), §§ 7.102(c)(15), 29.123, and 42.156.
