SUBJECT:  Significant Expansion of Enrollment-2013-2014: Applies to Open-Enrollment Charter Schools

TO THE ADMINISTRATOR ADDRESSED:

The purpose of this letter is to inform open-enrollment charter schools that meet the criteria for significant expansion of enrollment that they may qualify for additional funding under the following 2013-2014 No Child Left Behind (NCLB) federal programs:

  • Title I, Part A-Improving Basic Programs Operated by Local Educational Agencies
  • Title II, Part A-Teacher and Principal Training and Recruiting Fund
  • Title III, Part A-English Language Acquisition, Language Enhancement, and Academic Achievement-LEP
  • Title III, Part A-English Language Acquisition, Language Enhancement, and Academic Achievement-Immigrant

This letter also describes the process open-enrollment charters must follow to qualify for additional grant funds.

Criteria for Significant Expansion of Enrollment

The open-enrollment charter school must have both of the following to meet the criteria for significant expansion of enrollment:

  • A minimum total student enrollment of 300
  • An increase of 50% or more in the age 5-17 student enrollment reported on the 2013-2014 NCLB Data Request Form for Federal Funding in the original grant application submission

Process for Qualifying for Additional Funds

Open-enrollment charter schools that meet the criteria for significant expansion of enrollment and are interested in qualifying for the additional funding, should email a request to reopen the charter school's 2013-2014 NCLB Data Request Form for Federal Funding in eGrants, including the charter schools name and county-district number, to the Division of Grants Administration at grants@tea.texas.gov.

Once the Division of Grants Administration receives this request, the open-enrollment charter school's 2013-2014 NCLB Data Request Form for Federal Funding will be reopened in eGrants. The open-enrollment charter school will then be required to submit and certify their significant expansion of enrollment data.

Timeline

Additional grant funding may become available for either the 2013-2014 or the 2014-2015 school year, depending on when the open-enrollment charter school submits and certifies the reopened 2013-2014 NCLB Data Request Form for Federal Funding:

  • If the 2013-2014 NCLB Data Request Form for Federal Funding is submitted and certified on or before November 1, 2013, the additional funding may be included in the open-enrollment charter school's 2013-2014 NCLB maximum entitlements.
  • If the 2013-2014 NCLB Data Request Form for Federal Funding is submitted and certified after November 1, 2013, but no later than January 31, 2014, the additional funding may be included in the open-enrollment charter school's 2014-2015 school year NCLB planning amounts.

The SC5010 must be submitted and certified in eGrants no later than 5:00 p.m. Central Time, January 31, 2014.
