SUBJECT: Special Collections Report—SC5010 NCLB Data Request Form for Federal Funding and 2013–2014 School Year Application Process for Applicable NCLB Federal Programs
The 2013–2014 NCLB Data Request Form for Federal Funding (SC5010) has been made available in eGrants as of March 1, 2013. The SC5010 is an eGrants special collections report applicable to the following special local educational agencies (LEAs) and state schools:
- Open-enrollment charter schools
- South Texas ISD
- Windham School District
- Texas Juvenile Justice Department
- Texas School for the Blind and Visually Impaired
- Texas School for the Deaf
The data reported on the SC5010 is used to determine eligibility and planning amounts for applicable No Child Left Behind (NCLB) federal programs of the 2013–2014 NCLB Consolidated Federal Grant Application (SAS#NCLBAA14). Please note that the SC5010 is not applicable to public school districts.
SC5010 Deadline Date: April 30, 2013
The SC5010 form requests specific categories of actual enrollment data to be reported by the resident public school district as of a specific date in the 2012–2013 school year and no later than April 30, 2013. Projected 2013–2014 enrollment data is unacceptable.
For example, ABC open-enrollment charter school has selected October 26, 2012, as the date to capture actual enrollment figures. On this date, the charter had an actual enrollment of 430 students who resided geographically in three different resident public school districts. The applicant has identified how to report the 430 students based on the categories of enrollment requested on the SC5010. The applicant certifies to the following on its SC5010 submission:

Age 5 to 17
Age 5 to 17
Age 5 to 17 Foster
To ensure eligibility and planning amounts are determined for the applicant, the SC5010 must be submitted no later than April 30, 2013, the submission deadline date. The information submitted on the SC5010 form is binding. No changes will be allowed after the form is submitted. Applicants are advised to ensure data entered has been thoroughly reviewed for accuracy and that auditable documentation is on file to support the data reported.
eGrants: Logon through TEASE
The required submissions are conducted via the eGrants application system. A Texas Education Agency Secure Environment (TEASE) username and password is required for each individual who will be entering and/or certifying data. A TEASE username/password can be requested from the following link: http://www.tea.state.tx.us/forms/tease/egrants_ext.htm.
Accessing the SC5010
Logon to eGrants through TEASE from the following address: https://seguin.tea.state.tx.us/apps/logon.asp. Type the individual username and password.
- From the Application List, select eGrants.
- Open the dropdown list titled “Available Grant Programs in eGrants.”
- From the dropdown list, select the entry titled “2013–2014 NCLB Consolidated Federal Grant Application.”
- Select “2013–2014 NCLB Data Request Form for Federal Funding.”
2013–2014 NCLB Application Process
The SC5010 commences the application process, which continues with the submission of the 2013–2014 NCLB Applicant Designation and Certification form (GS2230) and the 2013–2014 NCLB Consolidated Federal Grant Application (SAS#NCLBAA14). The following table provides special LEAs with an overall timeline for the required eGrants submissions:

Pre-Award Cost Approval
No applicant may obligate funds or receive services prior to the effective date (eGrants certify and submit date) of the 2013–2014 NCLB Consolidated Federal Grant Application (SAS#NCLBAA14) or July 1, 2013, whichever is later. Special LEAs and state schools are eligible for pre-award costs between July 1, 2013, and the effective date (certify and submit date) of the SAS#NCLBAA14.
Pre-award costs must be requested in the originally approved grant application (including adding the request during negotiations of the original application). If an applicant did not request pre-award costs in the originally approved grant application, the applicant cannot subsequently request pre-award costs through an amendment. Please contact your regional negotiator to request the pre-award attachments.
