SUBJECT: Instructional Materials State Review Panel Members
The Texas Education Agency (TEA) has been accepting nominations to the state review panels that will evaluate instructional materials submitted for adoption under Proclamation 2014. Due to the large volume of instructional materials submitted under Proclamation 2014, the Texas Education Agency has extended the timeline for nominations to the state review panels. Proclamation 2014 calls for instructional materials in the following areas: Science, Grades K-12; Science (Spanish), Grades K-5; Math, Grades K-8; Math (Spanish), Grades K-5; and Technology Applications, Grades K-12.
Nominations are especially needed for the following content areas and grade levels:
Spanish Science K-5
Science Electives: Advanced Biotechnology; Anatomy and Physiology; Environmental Systems; Food Science; Forensic Science; Medical Microbiology; Pathophysiology; Advanced Animal Science; and Engineering Design and Problem Solving
Spanish Math K-5
Computer Science; Game Programming and Design; Digital Art and Animation; and Digital Video and Audio Design
To nominate yourself or someone else to serve on the state review panel, complete the form located on the TEA website. To submit the nomination form, click on the “Submit by Email” button on the upper right corner of the form, fax it to 512.463.8728 or mail it to Texas Education Agency, Instructional Materials and Educational Technology, Room 3-110, 1701 N. Congress Avenue, Austin, Texas 78704-1494.
Products submitted for review will undergo a virtual and a face-to-face review. The first phase of the review process will begin in a virtual setting. Every program will be sent to review panel members since all publishers are required to provide samples electronically. During this initial virtual process, reviewers will determine if the program is aligned to the TEKS as indicated by the publisher. The second phase of the review will be conducted face-to-face in Austin. For those reviewers traveling to Austin, TEA will reserve hotel lodging and reimburse panel members for all travel expenses, as allowable by law.
The state review panel is charged with evaluating instructional materials to determine coverage of the TEKS and identifying factual errors. The panel members play a very important role in ensuring that those who rely on State Board of Education (SBOE) adopted instructional materials to educate and to be educated have the benefit of quality instructional materials. The materials adopted under Proclamation 2014 are scheduled for use in schools beginning with the 2014-2015 school year.
Upon initial contact by a TEA representative, state review panel nominees begin a “no-contact” period in which they may not have either direct or indirect contact with any publisher or other person having an interest in the content of instructional materials under evaluation by the panel. The “no contact” period begins with the initial communication from TEA and ends after the SBOE adopts the instructional materials. The SBOE is scheduled to adopt Proclamation 2014 materials at its November 2013 meeting.
