The purpose of this letter is to inform you of a requirement that applies to any school district or open-enrollment charter school that received a rating of Substandard Achievement or Suspended—Data Quality on the Financial Integrity Rating System of Texas (FIRST) ratings for 2012. The ratings for both school districts and open-enrollment charter schools can be viewed on the Texas Education Agency (TEA) website.
The Texas Administrative Code (TAC) requires that local educational agencies (LEAs) that receive a Substandard Achievement or Suspended—Data Quality FIRST rating must submit a corrective action plan to TEA. The corrective action plan should (1) identify and describe the financial factors that contributed to the LEA’s applicable FIRST rating; (2) propose corrective actions to be taken by the LEA to address the financial factors that contributed to the FIRST rating; and (3) explain how the proposed corrective actions will remedy the financial issues that contributed to the LEA’s FIRST rating. Deadline for Submitting the Corrective Action Plan
The corrective action plan must be submitted to TEA within one month after the LEA’s public hearing regarding its FIRST ratings. As described in a previous “To the Administrator Addressed” letter dated September 20, 2012, each LEA is required to hold a public meeting to report information and financial accountability ratings to parents and taxpayers.
The corrective action plan is limited to two typed 8 1/2” x 11” pages, using a minimum font size of ten points. The plan must be submitted in electronic form to the Division of Financial Audits at firstname.lastname@example.org.
