Upcoming End Date for Education Jobs Fund Grant

The purpose of this letter is to remind local educational agencies (LEAs) that the project ending date for the Education Jobs Fund (Ed Jobs) grant is September 30, 2012. All Ed Jobs grant funds must be obligated by September 30, 2012, or the funds will lapse and be returned to the US Department of Education. The Ed Jobs grant is not being continued beyond the project ending date.

Through its expenditure reporting (ER) system, the Texas Education Agency (TEA) monitors the rate at which LEAs draw down their grant funds. To help LEAs maintain accountability and transparency, TEA generates a monthly report titled “Federal Grant Awards by LEA for School Years 2010–2011 and 2011–2012.” Please review this report on the TEA Grants website to determine any remaining balance on your grant.

If your organization has incurred allowable expenditures but has not requested drawdowns through ER, please submit those requests as soon as possible. It is important that TEA and Texas schools publicly demonstrate that Ed Jobs funds are being spent in accordance with congressional intent and applicable cash management guidelines.

The cash management guidelines for the Ed Jobs grant, located in the Notice of Grant Award (NOGA) transmittal letter, specifically state that grantees must request cash as close as possible to the time of making disbursements. LEAs should not have more cash on hand than is necessary to meet three days’ cash needs. Therefore, LEAs should request only the amount that will be paid out within three business days once the payment is received from TEA.

Final Expenditure Reports

All LEAs must submit their final expenditure report, or revised expenditure reports, by October 31, 2012. Your LEA will lose any Ed Jobs grant funds that are not fully expended by September 30, 2012, and drawn down by October 31, 2012.

All expenditures for the Ed Jobs grant shall be for allowable activities occurring between the August 10, 2010, project beginning date and the September 30, 2012, project ending date. Guidance on allowable costs is published on the Education Jobs Fund—Guidance website.

American Reinvestment and Recovery Act of 2009 (ARRA) Section 1512 Quarterly Reports

All ARRA funds distributed by TEA, including Ed Jobs grant funds, are subject to the ARRA Section 1512 Quarterly Reporting requirement. The ARRA Section 1512 Quarterly report for the quarter ending September 30, 2012, will be due to TEA by 5:00 p.m. on October 5, 2012.
