SUBJECT: Instructional Materials Allotment – Additional Enrollment Growth Request
As of May 7, 2012, districts and open-enrollment charter schools were provided their Instructional Materials Allotment (IMA) for the 2012 – 2013 school year. The IMA included the 30% calculated amount for the 2nd year of the biennium and any unexpended IMA funds from the 2011 – 2012 school year. The district Instructional Materials Allotment also included a calculation to settle-up the Technology Allotment from fiscal year 2011.
Enrollment growth at the district level was included in the IMA calculations for the biennium at the beginning the 2011 – 2012 school year. The calculation was based on student enrollment growth of at least 10% over the previous 3 years. Districts who are experiencing a student population growth that was not reflected in the state calculation of at least 10% over the previous 3 years, may submit an application to be considered for additional funding for the 2012 – 2013 school year as specified below. An application must be submitted to the Commissioner of Education to determine if additional funding will be provided.
A district or open-enrollment charter school may apply for additional enrollment funds if the district or open-enrollment charter school experienced a net increase of 3,500 students over the last 5 years and expects that rate of growth to continue or experienced unexpected enrollment growth due to unforeseen circumstances. Open-enrollment charter schools may also apply if their growth is due to the recent approval of an expansion amendment by the commissioner of education.
Districts will only be permitted to submit one application request for the 2012-2013 school year. The application request must be submitted beginning on August 27 through October 5, 2012. Upon approval by the Commissioner and funding availability, additional funding will be added to the district allotment for students that were not included in the original calculation. The commissioner’s determination under this process is final and may not be appealed.
The Commissioner will notify the requesting district or open-enrollment charter school within 30 working days after the submission window has closed on October 5, 2012.
