The Principal Survey has been extended until June 30, 2014.
The law has outlined sanctions for principals who fail to complete the survey. If you are planning to retire or change districts/campuses, complete the principal survey before you exit the school or district.
TEA established partnerships with organizations like the Texas Comprehensive Center and WestED to develop the principal surveys. Numerous stakeholder meetings were held to ensure the validity of the instrument.
Why are surveys being collected?
To evaluate the effectiveness of Texas educator preparation program in preparing new teachers.
Senate Bill 174, passed by the 81st Texas Legislature in 2009, and included in 19 TAC Chapter 229, Accountability System for Educator Preparation (ASEP) requires that principals respond to a survey to measure the performance of beginning teachers and the educator preparation program’s effectiveness in preparing those teachers to succeed in the classroom.
Surveys are required for all first year teachers who may be interns in an alternative certification program or newly certified first year teachers.
The surveys are embedded in your TEA educator profile and pre-populated with teachers attached to your campus. Important: You must have created a new TEAL account to access the educator certification online system (ECOS) where the surveys are located. There are instructions below for principals to establish themselves as “new users” in TEAL.

Human Resources (HR) staff
As an HR director or staff member, TEA needs your assistance in verification of principals and their first year teachers and ensuring all surveys are collected. To access the HR principal survey management tool you must access the Educator Certification Online System (ECOS) "green screen”. It is important that an account has been established in TEAL. There are two pathways to the HR portal:
- New Users - must create TEAL account and acquire access to the ECOS application “principal survey”. This is part of the ECOS system but requires an additional permission. The instructions for new users are below. The superintendent must have also applied and received confirmation as an “approver”. The instructions for the superintendent are below.
- Already approved for “ECOS” - must add “principal survey” access to view surveys.
Establishing access to TEAL and the Educator Certification Online System
Once the Human Resource (HR) staff member has been given access, he or she can add and remove principals, teachers, and verify years of experience as well as view who has completed which surveys. Please watch an on-demand HR training (outside source) to see a walk-through example as well as the answers to some common questions. You may view the training modules at your convenience and print out downloads for further use. How long will the survey take to complete?
The survey will take approximately 15 minutes per teacher to complete. Copies of the First Year Principal Survey (PDF, 138 KB) can be printed for review prior to completing the actual online survey.
How can superintendents monitor the surveys?
If you are a superintendent, you may monitor your district's surveys through your TEA profile. On-demand superintendent training (outside source) is now provided to help facilitate the surveys. You may view the training modules at your convenience and print out downloads for further use. If you participate in one of the training modules, we would like for you to provide us feedback by completing a short survey (outside source) on its effectiveness.
