(1) Selection Process for the Long-Range Plan Steering Committee and Authorization to Explore Funding Options and Craft a Request for Qualifications
(Committee of the Full Board)

This item provides the committee and board with the opportunity to: approve the selection process to be used when appointing an 18-member Long-Range Plan Steering Committee; designate a board member to explore funding options and to oversee the drafting of a Request for Qualifications (RFQ); and authorize the commissioner or his designee to execute any funding documents. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(1).

(2) Approval of Costs to Administer the 2016-2017 State-Developed Assessments to Private School Students
(Committee on School Finance/Permanent School Fund)

Texas Education Code, §39.033, allows a private school to voluntarily assess its students with the State of Texas Assessments of Academic Readiness (STAAR) and the Texas English Language Proficiency Assessment System (TELPAS) assessments. The State Board of Education (SBOE) must approve the per-student cost to private schools, which may not exceed the cost of administering the same assessment to a student enrolled in a public school district. This item requests approval of these costs for the 2016-2017 school year. Statutory authority for this action is the TEC, §39.033.

(3) Ratification of the Purchases and Sales of the Investment Portfolio of the Permanent School Fund for the Months of August and September 2016

This item provides an opportunity for the committee and board to consider approval of the purchases and sales of investments executed in the portfolio of the Permanent School Fund for the months of August and September 2016. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(4) Decision on Real Estate Investments
(Committee on School Finance/Permanent School Fund)

This item provides an opportunity for the committee and board to review and consider possible real estate investments. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(5) Overview of the Permanent School Fund Real Estate Policy
(Committee on School Finance/Permanent School Fund)

This item provides an opportunity for the committee and board to review the real estate policy. The committee will consider potential adjustments to co-investment and secondary investment for the PSF. The committee may take action based on this information. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

(6) Recommendation for Appointments to the Randolph Field Independent School District Board of Trustees
(Committee School Initiatives)

This item provides an opportunity for board consideration of two appointments to the board of trustees of the Randolph Field Independent School District. The appointments are necessary due to the expiration of the term of office for two board members. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

(7) Recommendation for Appointment to the Boys Ranch Independent School District Board of Trustees
(Committee School Initiatives)

This item provides an opportunity for board consideration of one appointment to the board of trustees of the Boys Ranch Independent School District. The appointment is necessary due to the expiration of the term of office for one board member. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

(8) Recommendation for Appointments to the Lackland Independent School District Board of Trustees
(Committee School Initiatives)

This item provides an opportunity for board consideration of two appointments to the board of trustees of the Lackland Independent School District. The appointments are necessary due to the expiration of the term of office for two board members. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

(9) Approval of 2017-2021 Rule Review Plan for State Board of Education Rules
(Committee School Initiatives)

This item presents for approval the 2017-2021 Rule Review Plan for State Board of Education (SBOE) Rules. Texas Government Code, §2001.039, requires an ongoing four-year rule review of existing state agency rules, including SBOE rules. The rule review requirement in §2001.039 is designed to ensure that the reason for initially adopting or readopting a rule continues to exist. Statutory authority for this action is the Texas Government Code, §2001.039.
