1. Comments from the Commissioner of Education and Commissioner of Higher Education Concerning College Readiness Issues

Commissioner of Education Mike Morath and Commissioner of Higher Education Raymund A. Paredes will discuss college readiness issues, including the Texas Higher Education Coordinating Board’s 60x30TX strategic plan.

2. Board Report on First Quarter 2016 Permanent School Fund Performance 

The performance measurement consultant to the Permanent School Fund, BNY Mellon Asset Servicing, will report on the investment performance during the first calendar quarter 2016.

3. Review of the Report on Permanent School Fund Percentage Distribution Rates Under Consideration for Fiscal Years 2018 and 2019 

This item provides an opportunity for the board to evaluate and approve the report on Permanent School Fund percentage distribution rates under consideration for fiscal years 2018 and 2019. The board will consider various factors associated with the distribution rate such as expected returns, inflation, and student growth. Additionally, this item provides the opportunity for the board to discuss anticipated instructional material needs for the 2018-2019 biennium. Statutory authority for this action is the Texas Constitution, Article 7, Section 5.

4. Review and Adoption of the Long-Term Strategic Asset Allocation Plan of the Permanent School Fund

This item provides an opportunity for the board to review and adopt the long-term strategic asset allocation plan of the Permanent School Fund. Statutory authority for this action is the Texas Constitution, Article VII, §5(f).

5. Texas Certificate of High School Equivalency

This item provides an opportunity for staff to present an update on the transition of the Texas Certificate of High School Equivalency to multiple test providers. Statutory authority is the Texas Education Code (TEC), §7.111.

6. Study of Essential Knowledge and Skills and Assessment Instruments

This item provides the opportunity for the State Board of Education (SBOE) to discuss a report submitted by Texas Education Agency (TEA) staff concerning the results of a study regarding the essential knowledge and skills of the required curriculum and related state assessment instruments and make recommendations to the Texas Legislature regarding each issue evaluated in the agency report. Statutory authority for this action is the Texas Education Code (TEC), §39.0236, as added by House Bill (HB) 743, 84th Texas Legislature, Regular Session, 2015.

7. Update on the Long-Range Plan for Public Education

The committee will receive an update on efforts to create a new long-range plan for public education. Statutory authority is the Texas Education Code (TEC), §7.102(c)(1).

8. Update on Texas Commission on Next Generation Assessments and Accountability and Community Conversations

The board will receive an update on the work of the Texas Commission on Next Generation Assessments and Accountability. It will also receive an update on Community Conversation meetings, which were hosted by State Board of Education members. The board will be asked to approve a report summarizing the findings of the Community Conversations and a related survey. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(29).

9. Discussion of Pending Litigation

The State Board of Education will enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
