SUBJECT:      Training Available for Independent School Districts: Requesting an Indirect Cost Rate

Effective September 1, 2014, independent school districts (ISDs) must submit their annual requests for a federal indirect cost rate using the new Indirect Cost Rate Proposal (ICRP).

TEA has developed two training resources for ISDs interested in requesting an indirect cost rate for the 2015–2016 school year. Both training resources supplement the Indirect Cost Rate Proposal Guidance Handbook, posted on the Division of Federal Fiscal Compliance and Reporting Indirect Cost Rates page of the TEA website.

Texas Education Telecommunications Network (TETN) Presentation

On February 2, 2015, from 9:00–11:00 a.m., TEA staff will present a TETN titled “Requesting an Indirect Cost Rate with the Indirect Cost Rate Proposal.”

PowerPoint Presentation

A voiceover PowerPoint titled presentation, titled Requesting an Indirect Cost Rate with the Indirect Cost Rate Proposal, will be available on the Indirect Cost Rates page of the TEA website after the February 2, 2015 TETN.

Training Content

Both the TETN and PowerPoint presentation emphasize the following key components of the ICRP:

·        The three documents that must be submitted

·        Classification of costs into excluded, unallowable, direct, and indirect categories

·        Reconciliation with the district’s annual financial and compliance report

·        Reporting of square footage data for administrative buildings and space related to “all district-wide” general administration

·        Reporting of restricted indirect costs (salary and fringe benefits) and position titles for “restricted” personnel such as the superintendent, superintendent’s administrative assistant, chief executive officers (CEOs), and CEO’s administrative assistants

·        The ISD’s organizational chart

·        Certification of indirect costs
