SUBJECT: Revised IDEA-B LEA Maintenance of Effort (MOE) Calculation Tool and Upcoming Training Opportunities
Local educational agencies (LEAs) that receive or administer funds awarded through the Individuals with Disabilities Education Act, Part B (IDEA-B) grant program must demonstrate compliance with the maintenance of effort (MOE) requirement. Although TEA conducts IDEA-B LEA MOE compliance reviews each spring, LEAs are responsible for performing their own calculations to determine IDEA-B LEA MOE compliance.
This letter announces the availability of two tools:
- A revised IDEA-B LEA MOE Calculation Tool for school districts
- An alternate tool for use by open-enrollment charter schools
This letter also provides information about two upcoming training opportunities related to using the new, updated calculation tools to determine preliminary IDEA-B LEA MOE compliance.
IDEA-B LEA MOE Calculation Tools
The IDEA-B LEA MOE Calculation Tool was revised to allow the input of prior-year data from an LEA’s final IDEA-B LEA MOE Compliance Review report.
An alternate tool was developed for use by charter schools that use Fund 199 only for local funds. This alternate tool allows those charter schools to input Fund 199 expenditures directly (instead of imputing).
Calculation Tools Training Opportunities
TEA is hosting two training opportunities, with identical content provided at each session, for school districts and charter schools interested in finding out more about completing the revised IDEA-B LEA MOE Calculation Tools.
The training will be provided on the following dates through a Texas Education Telecommunications Network (TETN) presentation entitled “Revised IDEA-B LEA Maintenance of Effort (MOE) Calculation Tool”:
- October 13, 2016, from 10:00–11:00 a.m.
- October 19, 2016, from 1:30–2:30 p.m.
