TO THE ADMINISTRATOR ADDRESSED:

SUBJECT:       Indirect Cost Rate Proposal Workbook Available for Independent School Districts to Request 2015‑2016 Federal Indirect Cost Rates

On September 16, 2014, TEA posted a letter to the TEA Correspondence page alerting independent school districts (ISDs) to a change in the method for applying for indirect cost rates. As a result of this change, ISDs must now submit an Indirect Cost Rate Proposal (ICRP) to request an indirect cost rate.

To receive an indirect cost rate for the 2015–2016 school year, ISDs must submit a completed ICRP to TEA by February 13, 2015.

Completing the ICRP

The ICRP is a set of three documents:

·        The ICRP Workbook, an Excel form that ISDs complete to supply TEA with the data it needs to calculate their indirect cost rates

·        A certification, signed by the superintendent, of the information in the ICRP Workbook

·        The organizational chart the ISD had in place during the fiscal year documented in the annual financial and compliance report the ISD used to complete the ICRP Workbook

Downloading the ICRP Workbook

The ICRP Workbook is posted on the Indirect Cost Rates page of the TEA website and in the GFFC Reports and Data Collections secure application, accessible through TEAL. Follow these steps to access the ICRP Excel Workbook from GFFC Reports and Data Collections through TEAL:

1.     Log onto TEAL.

2.     Select GFFC Reports and Data Collections from the application list.

3.     From the top menu, select Download Response Documents.

4.     From the Response Template Title column, select the ICRP Excel Workbook.

Submitting the Completed ICRP

All three of the documents that make up a complete ICRP must be submitted via GFFC Reports and Data Collections by Friday, February 13, 2015.

The ICRP Guidance Handbook, posted on the Indirect Cost Rates page of the TEA website, includes detailed instructions on how to submit the ICRP.
