Year (FY) 2015 (School Year 2014-2015) Individuals with Disabilities Education
Act, Part B (IDEA-B) Local Educational Agency (LEA) Maintenance of Effort (MOE)
In spring 2016, TEA will
issue FY 2015 IDEA-B LEA MOE compliance determinations that will compare
2014–2015 to 2013–2014 school year data. This letter provides a reminder
about required reporting, along with links to IDEA-B LEA MOE resources.
School Health and Related Services Reporting Requirement
On July 29, 2015, TEA posted a letter to the TEA Correspondence
page concerning the School Health and Related Services (SHARS) reporting requirement
for LEAs. You must complete and submit the SHARS Reimbursement Report Form
through the GFFC Reports and Data Collections secure application, even if you
did not participate in the SHARS program. The SHARS Reimbursement Report Form
will be available by mid-September 2015. You must submit the form no later than
complete, and submit the form, the personnel responsible for IDEA-B LEA
MOE at your LEA must have access to GFFC Reports and Data Collections, accessible
through TEA’s TEASE/TEAL secure application. Refer
to the Access to TEA
Secure Applications page of the TEA website for instructions on how to
apply for access to GFFC Reports and Data Collections.
IDEA-B LEA MOE Compliance Determinations
Starting with the
FY 2015 determinations to be issued in spring 2016, TEA will use data from the
SHARS Reimbursement Report Form, Public Education Information Management System,
and Summary of Finance to calculate IDEA-B LEA MOE compliance determinations.
You will use GFFC Reports and Data Collections to submit the
SHARS Reimbursement Report Form, access
your IDEA-B LEA MOE compliance determination, and, if applicable, submit
documentation to support federal statutory exceptions or adjustment to fiscal
effort for TEA to use in making its final IDEA-B LEA MOE compliance
IDEA-B LEA MOE Calculation Tool
Please review the revised IDEA-B LEA MOE Calculation Tool which
now includes a line item to account for the amount expended in the special
education program reported in the SHARS Reimbursement Form. TEA’s IDEA-B LEA
MOE Calculation Tool is available on the IDEA-B
LEA MOE page of TEA website.
