Subject:  Accounting of grant funds for high quality prekindergarten programs

The following paragraphs provide information about the accounting of funds related to the high quality prekindergarten grant program, as well as some background information about the grant.

How to code these funds:

School districts and charter schools must use fund code 429 and object code 5829 when recording revenues related to the high quality prekindergarten grant program. In addition, please note that many districts have received funding for the 2015–2016 and 2016–2017 school years, simultaneously. In these instances, when recording the revenues and expenditures of the funds, districts must still use a “6” in the account code for funding related to 2015–2016 and a “7” in the account code for funding related to 2016–2017.

Background:

Authorized by House Bill 4, 84th Texas Legislature, Regular Session, 2015, the high-quality prekindergarten grant program provides funding in addition to the half-day Foundation School Program (FSP) funding that districts and charter schools receive for each eligible four-year-old prekindergarten student. Districts and charter schools then use this funding to improve the quality of prekindergarten programs by implementing new prekindergarten programs or enhancing existing prekindergarten programs.

The high-quality prekindergarten grant program focuses on certain enhanced quality standards related to curriculum, teacher qualifications, academic performance, and family engagement. Districts and charter schools must use funding related to the program to improve the quality of the school district’s prekindergarten program.
