SUBJECT:     2015–2016 Significant Expansion of Enrollment—Open-Enrollment Charter Schools Only

TO THE CHARTER SCHOOL ADMINISTRATOR ADDRESSED:

Open-enrollment charter schools that have been awarded 2015–2016 No Child Left Behind (NCLB) or Individual with Disabilities Education Act, Part B (IDEA-B) federal grants may qualify for additional funding under those grants if they meet specific significant expansion of enrollment criteria.

This letter describes the following:

  • NCLB and IDEA-B significant expansion of enrollment criteria
  • How open-enrollment charter schools request access to the form used to report significant expansion of enrollment

Significant Expansion of Enrollment Criteria for NCLB

To meet significant expansion of enrollment criteria for NCLB, your open-enrollment charter school must meet both of the following:

  • 300 minimum total student enrollment
  • At least a 50% increase in the ages 5–17 student enrollment from previously reported student counts

For example, you meet the NCLB criteria for significant expansion of enrollment if your total student enrollment increases from 275 to 450 and your ages 5–17 student enrollment increases from 200 to 300.

Significant Expansion of Enrollment Criteria for IDEA-B

To meet significant expansion of enrollment criteria for IDEA-B, you must meet both of the following:

  • 50 minimum total student enrollment
  • At least a 50% increase in the total student enrollment from previously reported student counts

For example, you meet the significant expansion of enrollment criteria for IDEA-B if your total student enrollment increases from 250 to 375.

How to Request Access to Enrollment Reporting Form

If your open-enrollment charter school meets the criteria for significant expansion of enrollment for NCLB or IDEA-B, email the Division of Federal Fiscal Compliance and Reporting at compliance@tea.texas.gov with your charter school name and county-district number.

The eGrants 2015–2016 Request Form for Federal Funding and Indirect Cost Rate for Charter Schools (SC5050 – Special Collection) collects actual enrollment data. TEA will reopen the SC5050 for you to enter, certify, and submit updated actual enrollment counts for significant expansion of enrollment criteria verification.

Timeline for Form Submission and Additional Funding

You may submit the reopened SC5050 as soon as the 2015–2016 school year begins. The final date for submitting the SC5050 is January 31, 2016.

Any additional grant funding becomes available for either the 2015–2016 or 2016–2017 school year, depending on when you choose to complete, certify, and submit the reopened SC5050.
