1. Review of Proposed New 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, §229.21, Transitional Provisions

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule action that would establish new 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, §229.21, Transitional Provisions. The proposed new rule would clarify the academic years for which the current passing standard on certification examinations applies and define when individual certification fields are subject to revocation. The proposed new rule would also provide a backstop for ongoing discussion of a rewrite of 19 TAC Chapter 229, Accountability System for Educator Preparation Programs, being conducted in conjunction with the review of 19 TAC Chapter 227 and Chapter 228 required by House Bill 2012, 83rd Texas Legislature, Regular Session, 2013. The statutory authority for proposed new 19 TAC §229.21 is the Texas Education Code (TEC), §§21.045, 21.0451, and 21.0452.

2. Recommendation for Appointment to the Lackland Independent School District Board of Trustees

This item provides an opportunity for board consideration of an appointment to the board of trustees of the Lackland Independent School District. The appointment is necessary due to the expiration of the term of office for one board member. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

3. Adoption of Review of 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship
(Adoption of Review)

Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the adoption of the review of 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship. The rules being reviewed specify requirements for continuing education for school board trustees and nominating trustees for military reservation school districts and Boys Ranch Independent School District (ISD). The statutory authority for the rule review is Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 61, Subchapter A, is Texas Education Code (TEC), §11.159 and §11.352.

4. Proposed Amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members
(Second Reading and Final Adoption)
 

This item presents for second reading and final adoption proposed amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members. The proposed amendment, presented at the request of a State Board of Education (SBOE) member, would require coverage of specific topics during local school district orientation and continuing education and would clarify the requirements of certain trainings. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §11.159.

5. Long-Range Planning Efforts for Texas Public Schools 

The committee will discuss whether the State Board of Education should undertake a long-range planning effort and, if so, what that effort should entail. Statutory authority is the Texas Education Code (TEC), §7.102(c).

6. Proposed Revisions to 19 TAC Chapter 100, Charters, Subchapter A, Open-Enrollment Charter Schools
(First Reading and Filing Authorization)
 

This item presents for first reading and filing authorization proposed revisions to 19 TAC Chapter 100, Charters, Subchapter A, Open-Enrollment Charter Schools. The proposed revisions would add new 19 TAC §100.1, Selection Process, and repeal 19 TAC §100.1, Application and Selection Procedures and Criteria; 19 TAC §100.101, Annual Report on Open-Enrollment Charter Governance; 19 TAC §100.103, Optional Open-Enrollment Charter Provisions for Contracting and Purchasing; and 19 TAC §100.105, Application to Public Senior College or University Charters and Public Junior College Charters. The proposed revisions would align State Board of Education (SBOE) rules with the Texas Education Code (TEC), Chapter 12, Subchapters D and E, as amended by Senate Bill (SB) 2, 83rd Texas Legislature, Regular Session, 2013. Statutory authority for this action is the TEC, §§7.102(c)(9), and 12.101, 12.1053, 12.110, 12.111, 12.112, 12.119, 12.152, and 12.154, as amended by SB 2, 83rd Texas Legislature, Regular Session, 2013.

7. Consideration of Gifts and/or Grants Given for the Purpose of Charter Exploration Trips 

This item provides the Committee on School Initiatives an opportunity to consider and recommend that the State Board of Education (SBOE) approve the adoption of a new board policy, Acceptance of Gifts and/or Grants for Charter School Evaluation, for the purpose of investigating charters currently operating out-of-state. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(3).

8. Update on the Generation 19 Open-Enrollment Charter Application Cycle 

This item provides staff an opportunity to discuss with the Committee on School Initiatives the nineteenth generation charter application cycle, including, but not limited to: number of applications received; number of applications deemed complete and incomplete; timeline for external and internal application reviews; applicant interview dates; calendar dates for the recommendations made by the commissioner of education (COE) for open-enrollment charter awards; State Board of Education timeframe to take action via the veto process, or take no action on the COE recommendations for open-enrollment charter awards; and the contingency process for charter grantees. Statutory authority is the Texas Education Code (TEC), §12.101 and §12.110.

9. Report of the Charter School Administration Director 

The director of the Charter School Administration Division will report to the committee on matters relating to charter schools. The report will present information on the current status of Texas Administrative Code updates, Charter School Summer Summit, Performance Framework, and division staffing. Statutory authority is the Texas Education Code (TEC), §7.102.
